Paschall Road/Hwy 74 Tunnel

I was just reviewing the weekly enews from Betsy Tyler.

Once again, I am amazed at the utter incompetence of the city staff, to whit, our Town Manager.

The widening project for Hwy 74 has been ongoing for several years. The tunnel under Kelly Drive was completed with access points on both sides before the tunnel at Willowbend and Paschall was even started. To now say that the holdup is securing the property rights to complete the tunnel is absurd at best. Our town management should have known from their experiences in dealing with the Kelly Drive tunnel that they would face the same issue with Paschall as well. I realize we had a tunnel at Kelly before, so an argument that securing the property was not expected is weak, lame and inexcusable. If I were an Exec at NCR I would be screaming at the Mayor that my employees are not able to get to the facility via golf cart until the tunnel is completed.

I myself have had to go out of the way to the Kelly tunnel in order to get to the Avenue. Riding in a golf cart on Huddleston is just plain scary if you travel at the wrong time. So now we are forced to use an automobile, add pollution to the environment and not enjoy the beauty of our unique village.

I suspect that the town has spent the money to complete the project on something else and continue to come up with a new excuse to appease the masses.

Shame on you Mr. Mayor and town Management. You have shown once again your complete lack of leadership and management skills.

I'm a little confused (nothing new with that) about the location of this tunnel. If it's where the surface crossing used to be what's wrong with the paths leading up to that on both sides of the highway?

The Paschall Rd. tunnel is not quite in the same spot as the old crossover at the light. It's a little north of there now. Due to every govt. bureaucracy in the world getting their hands on this mess, the new paths to the tunnel have to be handicap accessible, done in a serpentine fashion, with a gradual descent/assent as is the path next to the Bridge To Nowhere at the light in front of Best Buy that no one can use yet, either. (The path on the right just after you turn into Best Buy's parking lot from 54.) So, more land was needed for the access to the tunnel, to accomodate the larger path.

The (new) paths from Willow Rd. to 74 and on the other side of 74 will now also connect to NCR pkg. lot (per Logsdon's agreement with NCR) and will have a new route to Clover Reach and beyond. It will come thru the wooded area on Willow Rd. instead of the small path section that was along the street before.

Finally, to make this whole project as demented as any govt. entity and politician can make it, the holdup right now is PTC trying to negotiate property access rights with the landowner(s) (note possibly plural) of these new paths. Issues beyond the actual right to put in a path. Like, oh, maybe, trading property with PTC or oh, maybe, give me a sewer hookup and I'll consider signing over the property. Or, oh, maybe let's hold PTC hostage for everything we can suck out of it (financially), since we know we have them over a barrel over this already. Find blame anywhere and everywhere this whole tunnel has been handled. There is plenty to go around. When you do pinpoint it, that govt. agency or landowner or city or individual will have five other ways to point the blame the other way.

Sadly, this tunnel is a bigger issue than The Bridge To Nowhere for over 50% of us who live south of 54, as it prevents us from going up to The Bridge To Nowhere, unless we go way around and up to the bridge over 74 at Wisdom Rd. area. It forces us to drive Huddleston Dr. and Dividend Dr., which will, someday, experience a horrendous accident between a golf cart and a truck or car.

And you know what the complete unquestionable idiocy of this tunnel vs. above ground hwy. crossing is? I can get across 74 faster and safer in a golf cart than I ever could walking it. With the exact same push button traffic controls a pedestrian uses, taking less time on the signal. Yet, GDOT does not allow golf carts to cross at grade intersections on state roads. Isn't that special???

I would be interested in knowing the actual GDOT ruling/code that prohibits crossing a state highway in a golf cart. I see golf carts cross 54 and 74 all the time.

I don't have a clue. Ask the PTC PD. I did, this past summer, about crossing from Crosstown to TDK Blvd. to go to the Falcon Field memorial ceremony and was told no way. Then, about a month later, all carts were welcomed to cross there to go to the Georgia Air Show.

The PD has looked the other way ever since the Bridge To Nowhere mess, especially at Planterra and 54. I think the cart paths at Paschall Rd. and 74 are all ripped up from before the widening, too.

If you find out, feel free to let us know on here. Unless you can afford a possible ticket, I wouldn't try it.

The reason I asked is I tried to find out from the GDOT the code that prohibits a golf cart from crossing at a pedestrian crossing. Never could pin them down on it. Its illogical. If you can walk across why can't you take a golf cart across. I asked the PD if it would be ok if I got out and pushed it across like it was a baby stroller. I got the look. Further, if you check it out, there are places on 54 where you can cross with impunity. There seems to be a perception that crossing in a golf cart is more dangerous than walking. I just don't see it. I feel better now. Have a nice day!
