Steve Brown: The Smola Predicament

I have always been an enthusiastic supporter of our local schools and was a vocal supporter of the 2000 bond referendum. As an elected official, I participated in many projects with the schools in Peachtree City.

I have always been a supporter of the local air show too. As long-time air show leader Jerry Cobb can attest, I put quite a bit of city funding into resolving some problems at Falcon Field and I took the air show appropriations out of the city budget (where they did not belong) and worked to secure permanent funding for them through the Tourism Association.

This blog is not about the air show. I like the air show. The air show is good for the community.

This blog is about maintaining proper appearances and practices.

Janet Smola is a marketing person for the Great Georgia Air Show and I have no problems with that at all.

Janet Smola is an elected member of the Fayette County Board of Education and that is okay too.

The dilemma begins when Janet Smola’s employer has business relations with Janet Smola’s government body.

I went to the FCBOE website to look up Ms. Smola’s e-mail address on the “E-Board” section (https://eboard.eboardsolutions.com/Index.aspx?S=4067).

Ms. Smola’s e-mail address is listed as “janetsmola@numail.org” which just happens to be the same e-mail address she uses for the air show (“Contact Janet Smola at 770-639-9169. emailto: janetsmola@numail.org” source: Great Georgia Air Show).

In fairness, Ms. Smola does have an e-mail address with the FCBOE and I was able to find it, after 35 minutes of searching, on the FCBOE website. The only reference I could find of the Smola.janet@fcboe.org address was http://www.fcboe.org/board/boe_members.html. All other listings show the numail.org address.

Using the numail.org address with the FCBOE is troubling on several fronts. First, having the same address for business and government positions certainly gives the appearance of commingling of duties.

The second problem is the integrity of the official records keeping responsibility of the FCBOE. People have been sending me e-mail written by “Board of Education Member” Smola that utilizes the numail.org address. I also know many people send her FCBOE related inquiries and communication to her numail.org address. Hence, the problem exists of e-mail not residing in the official depository of the FCBOE, and as such, the FCBOE cannot guarantee they are properly adhering to Georgia Open Records statues.

So if someone makes an open records requests for correspondence sent to and from Janet Smola, the FCBOE does not have all of those records.

Sure the FCBOE can ask Ms. Smola to produce those documents, but what if she deleted them, her computer crashed or she just secretly refuses to turn over all of the documents?

This issue does not seem to bother Ms. Smola.

The Citizen’s Ben Nelms quoted Ms. Smola as writing, “The use of these buses to support this important community event, which by the way supported more than 16 school system organizations last year alone, began long before I ever became a contracted marketing consultant for the show and long before I ever became a school board member.”

I look at what Ms. Smola said and say “ouch.” There is the convoluted situation again where Ms. Smola’s Board of Education is aiding the Air Show and Ms. Smola’s business is aiding her Board.

Some could say Ms. Smola’s dual role may have secured the use of the FCBOE’s buses. Are things in the best interest of the FCBOE; or the Air Show; or Ms. Smola?

Even the appearance of ethical impropriety can cause harm and a loss of trust.

Incidentally, the broad definition of external use of buses given by the FCBOE means the vehicles could even be used for mass transit in the off-hours if they wanted.

In truth, the FCBOE admitted in their meeting there is no school policy on the external use of these buses. Write-in candidate Nicole File showed me her documentation (or the lack of such) proving that point.

....to protect the ill informed huddled masses of Peachtree City who may have been disenfranchised of a minute portion of their individual taxes! Whether Ms Smola used undue influence regarding school buses is hardly the issue separating her from her opponent, Ms File, her record as a school board member for the past so many years is.

Last week, the subject du jour was "what did she know about the SPLOST increase before the election," and why was it not made public. Now, its buses.

Please, Steve, make your choice and vote. Just don't muddy the water!
Ms File seems to be a worthy candidate, do not lessen her chances.

the deal is...

Smola's record is...no one took the time to run against her.

Not that they thought they couldn't beat her, just that they didn't bother.

It seems the 'subject du jour' without the public's, or other board members knowledge for 2 years, was SPLOST...something she has pushed since 99. If you don't believe it read the archives.

Some people just have issues and become obsessed with proving themselves right. I don't know where this person fits in...just thinking...any ideas?

What does that have to do with "hiding" info on a SPLOST before the election?

As to muddying the waters, I know that is the military way---not to do so---but I sure wish somebody had muddied the way about Banks a few years ago!

I know your pension is safe but there are hundreds of thousand now not so lucky due to no "muddying!"

And, how does this hurt the write-in candidate?
Clayton sure has a lot of "muddying, " but they use it as a shield!

Steve Brown has shown all of us how is pulling the strings on Nicole File. We are onto the Order of the Sith laying in the gutters of PTC.

Step one was trash Tyronne. Check Steve's candidates can't even keep the lights on. They are fighting each other and still no charges after all the allegations of criminal acts.

Now he looks to lay waste to our schools. Nicole File runs and alledges.... criminal acts. Steve Brown 101

Next you, him and Haddix are running for Mayor and council next year. When will you accuse our mayor and council of ....

We already know, so why be afraid of a little sunshine? If Nicole File was so passionate why didn't she run in the primary? Rather than run in the dark as the apprentice of Steve Brown.

I suspect Ms. File, like a lot of Fayette citizens, was outraged about Janet Smola bragging for months about her financial wizardry regarding the BOE budget (she had that Wall Street NASD stockbroker license, remember?). Many people, to their later chagrin, took Smola at her word.

One week after her successful re-election in the Republican primary (tantamount to reelection since she had no Democratic challengers), the true state of the BOE's finances were revealed: massive fiscal mismanagement on an epic scale that can only be alleviated by a one-time infusion of SPLOST funds.

Janet Smola, Terri Smith and Lee Wright, the "gang of three", have shown themselves to be especially poor stewards of the county's education budget.

Now Steve Brown gets trashed because of events in Tyrone? Get real! The biggest mistake I ever made was voting for Harold Logsdon because I wanted to see an end to the in-fighting. Steve was honest and Mayor Logsdon has made us believe more than ever.

Neither of the Smolas are liked in the Republican Party. If you want to talk about trashing Tyrone, talk about Mike Smola and Barry Amos ... they were so far up John Wieland's behind they needed a flashlight.

Janet Smola is nothing but an influence peddler.

Dark night is not Mike Smola. More of a Gotham PTC guy and shorter too.

Steve for whatever reason had to endorse Don and the gang last year. He wasn't content to keep it in PTC. Now he has Nicole File and messing with the schools. Mike King is right, why start with the legal BS, keep it to the facts.

Dark night also agrees that Janet Smola is no Sarah Palin. But she is part of a team that has delivered for the good taxpayers of Fayette.

Your town is out of cash and no one knew until the finance manager has only a BTW moment at council. Word has it that Tracy Young's WTF was pretty funny.

Tyronneconfidential didn't get their zoning. ( Hint: next time bigger contributions! )

And now you are teaming with the Kedron Hillsbillies to get their Steve Brown apprentice/ redistricting candidate on the school board.

You think we're stupid? Well Missy, we can see what a mess you all have up in Tyronne and the rest of Fayette doesn't want any of it. Steve has no friends in PTC except the radicals and the crazies.

We'll all see next year at the polls. BTW we threw Steve out of office with the largest number of votes ever for PTC mayor.

However, is Harold the right guy or will a hero rise to restore PTC and vanquish Joker Brown? PTC can only pray

Steve has two of his candidates on Council now, certainly no surprise to you. I do not know where you get your info on future runs for elected office, but I ask that you check your sources because one of the three you mention, one assuredly is not running.

We will see how accurate the Cannongate rumor mill is. They definitely didn't see Nicole File as Steve Brown's latest apprentice.

Dark, usually the Cannongate Bunch is spot on, but if it gave you the hint that I was running, I suggest you take it from the source: I am not running for any elected office, as I do not have the time required to devote to it.

As far as my acquaintance with Mr Brown, I merely state that I believe he should perhaps voice his support and not initiate tossing around allegations, one after another. It is my humble opinion that doing so would only serve to lessen Ms File's chances of being elected.

That said, sir, what say you?

Brown Analyzes the True Ethical Issue

By getting buses for the Air Show, Janet Smola proves the old adage that “its not what you know but who you know.” She markets herself to the Air Show by saying “I am well connected and can get things done.” Thus, the Air Show is paying for influence, talent being irrelevent.

This type of conflict is of no concern to Smola or most Americans, in the sea of lobbying and influence.

President Harry Truman was one of the few to avoid this type of conflict and to denounce the practice. After leaving the White House, President Truman turned down an offer of employment stating that the real motive for the offer of employment was not the skill and background of Harry Truman but the contacts and influence of a former elected official. It’s a shame that this is a forgotten view.

If I understand the sequence of events correctly,

  • Janet Smola took off her Kiwanis cap, and put on her BOE cap to have the BOE buy a larger-than-needed tract of land from the Kiwanis (including some unbuildable wetlands)
  • She then pushed for a SPLOST to buy a shiny new fleet of school buses
  • She then took off her BOE cap and put on her Georgia Airshow cap to rent those shiny new school buses at cost to the Airshow.
  • The for-profit Georgia Airshow then donated a portion of their profits to the Kiwanis club
  • Finally, Janet Smola took off her Georgia Airshow cap and put her Kiwanis club cap back on, and thanked the Georgia Airshow for their generous contribution.

Sing it with me now! Will the circle, be unbroken....

Bottom line:

  1. The Kiwanis club makes more money
  2. The Air Show saves more money
  3. The BOE spends more money
  4. The taxpayers pay more money

Classic Smola.

All Janet had to do was push that bond referendum and now the SPLOST referendum.

After all, it's only taxpayer money.

Janet Smola's real job is setting up events, etc. She has done the airshow for many years. As long as I remember (even before Smola began organizing the show) the school busses were used to transport people from parking lots to the show. There is clearly no adequate parking at Falcon Field for a show of this magnitude, so other places have been used. The school parking lots have been used for years. My understanding is that the School System is reimbursed for the cost of the busses.
Come on folks. Steve Brown sees conspiracy in everything. He has hated the Smolas for years because they aren't his "minions." So he finds fraud (as usual) in every action, even old historic things like using the school busses for the airshow.
The airshow is a huge event in PTC. It shows off our city, brings in lots of local business, and is a well run entertaining event. As usual Steve Brown wants to sacrifice this event to advance his own agenda against people he doesn't like.
If Janet Smola is violating the Ethics laws, why doesn't he file a complaint against her? Surely he knows how to do that, he has had more than one complaint filed against him.
It's time to put petty hatred like the kind Brown embodies aside and build the reputation of our community. As Mayor, Brown drove business away with allegation, innuendo, and plain "meanness." He is highly responsible for the demise of the Tennis Center ("world class" to "no class" because of him), the demise of the Amphitheater, and the loss of businesses in PTC.
Now he tries to make the Airshow less successful. He is more than willing to sacrifice this event to simply attempt to get revenge on the Smolas.
Don't buy into it. We need the revenue in this city.

Birdman, you failed to mention:

  • The Stock Market is down again today
  • President Bush had a cancerous lesion removed from his forehead
  • NASA is reporting an increase in solar flare activity

These are undoubtedly the fault of Steve Brown also!

Seriously, is there ANYTHING nowadays that you and Mudcat cannot blame Steve Brown for?
