Tyrone's Forensic Audit

You can’t limit an Audit if there’s corruption in the government. There’s no telling what’s gone on in Tyrone over the last decade. Just yesterday its come to light that Barry Amos spent an estimated $30,000 for a state of the art communication system for Town Hall in late 2006. That comes straight from the installer. He said Barry made decisions on the spot without concern for costs; and that was the 3rd system he had installed at Town Hall. Many questions must be answered. Who approved it? Council? Barry? The bid system limits purchases without authorization to $500 for incidentals. Where is it reflected in the 2006-07 budget? Why were some Tyrone businesses never called to bid on purchases? Why did Barry refuse to OK an updated phone system for the Police Dept? What was the necessity for such an expensive system. Can Smola, Lee, Letourneau and Valerie enlighten the citizens? Should not those 4 be questioned in connection with the Audit? Will the Town be liable for any wrong doing? Can the Town recoup unauthorized losses directly from guilty officials? Are there some revealing answers as to why there was so much secrecy at Town Hall? Let’s get that audit with subpoena powers going ASAP!

Suggarfoot, you at least did what you said you would and I appreciate it. Now if you could just stop the personal attacks you might gain some credibility.

I Watch/TyroneConfidential So your "proof" is what some disgruntled ex-employee of a company told you. Don't think that makes you very credible. You claim to only post what you have seen evidence of and yet you blog away without any concern for truth. I will go to and check out your evidence in the law suit and post an honest opinion on the case. At this point the only thing I can say since you have no proof for your blogs is that it sure looks like the only thing you have is a personal vendetta against four or five people and you certainly haven't let the facts or the truth get in the way of your mission.

On the home page is "Reports Repository" click there and then follow the prompts. The awards are from GFOA (Government Finance Oficers Association of the United States and Canada).

Now. Post your evidence of the $30,000 communications expenditure or is it simply somthing you made up?

I just want to say one final thing. In less than a week we got more work out of new mayor than the other in 2 terms. We have wonderful people on the council now. It is futile for you to try to smear them when people can look anywhere and find ugly examples of past handy work of the buffoons that just left office.

The town is having an audit. Get over it. I don't think it will do more than raise some eyebrows, it is owed to the citizens. There has been way too much time passed, and unfortunately only a few with access to the books during that time. If things have been rewritten, they have had their lesure to do so. People deserve it so we can close an ugly chapter in Tyrone's history. And with that, I'm closing the book on you and I hope others do the same and not respond to your attention getting antics.

If you read what I wrote you would have seen that I support the audit. My attention getting antics. What? I get your attention and that is it.

The mayor interviewed people before he was the MAYOR. Something is so wrong about that.

Suggarfoot If you have it, print it. I did look into the sewer law suit with the County and in the official court documents is a permit issued by Fayette County for the construction of the sewer line issued before the law suit was filed. So if the rest of your information is a "accurate" as what you just posted, you must be just like the "new group".

"I watch" if you have facts put them out there. If it is simply "someone said" then say so. Now, do you have proof or just hearsay? As far as facts, here are a few: The State of Georgia has most of Tyrone's audits on line, the State of Georgia reviews all of Tyrone's audits and I never heard of a problem nor is any indicated on the State's web site. The Town of Tyrone has received an award every year for over 15 years for "Excellence in Financial Reporting" again from an outside independent review group. Now if you have any facts lets hear them. We all do know that you any your multiple personnalities worked the blogs real hard putting out false information to get the "new group" elected. Of course this is the same "new group" that lied to the voters about open and ethical government.

Tell me what the criteria was for Tyrone’s Financial Award? That award is not helping Barry much now is it. Who was the outside Award Review Group? A Council appointed Committee with Mark Darrow as Chairman? Give me the State Website that has “most” of Tyrone’s Audits. Unlike you, I will review the evidence. I have never blogged a material fact that was false or not backed up by evidence.

Anyone can make up an award. I’m going to make up one for you. I’ll call it, The I refuse to accept any and all facts and evidence that are negative about my beloved old Council and Town Managers because they were wonderful to 32% of the voters and the 68% who elected the new Mayor are just a small group of trouble makers award.

Shaquita if you are realy serious about knowing facts and evidence about the actions of Tyrone, go down to the Federal Courthouse, 3rd floor, Rm 352, located at 18 Greensville St. in Newnan. Ask the Clerk for Civil Action File No. 3:07-cv-86. You can review all facts and evidence presented by both sides. You will be amazed at what you see. Virtually no facts provided by Tyrone except that Mayor Lee denies that Tyrone has ever issued a business license and she denies that Council passed Ord. #454. Not even one item of evidence presented by the Town in their defense. Just one small pitiful affidavit signed by Valerie saying that plaintiff didn’t do what she said he was supposed to do. But take your lunch because there are volumes of facts and evidence with exhibits from the other side, including witness affidavits, little known Tyrone laws, council minutes, letters from Barry, Sears and Valerie, tapes of meetings, photographs, and legal documents. All set up very neatly for your inspection. Unlike Tyrone, these are public records and they won’t give you any hassle about looking at them. Or if you are still in denial call the Court at 678-423-3060 to verify. Unlike Valerie, the Clerk is very pleasant and polite. Of course I know you won’t do this, but you’ll never hear the last of it if you ever mention facts and evidence again.

The building didn't cost that much! What kind of communication system? Was there a special chip in Aunt Bea's ear so he could tell her the answers to hard questions, as in anyhting other than her name, she might be asked?

This is the same town manager that held the Pendelton homeowners president at bay when asking for the records about the ball fields and the silt comming into Pendelton Lake? What the town manager said was that the records Pendelton wanted were in his broken computer and to gain them they,Pendelton, would have to pay something like 700+/- for a new hard drive for the computer, and an addition 700+/- for the records? I was there the night the Pendelton President lost his temper after a year of this and told the town council! I heard it with my own ears!

He didn't have the city funds to fix the town's computer for a year, yet he spent 30,000.oo on a 3rd new communication system?

According to the installer, and he is supposed to get the actual records this week. No telling what else an audit will turn up. Cost is irrelevant, justice is paramount. The Court’s provide remedies for the Town’s renumeration from those who did not follow the law. There is no immunity here for elected or appointment officials; like they’ve boasted for so long a time. There’s lot of things hidden in the Town Hall wood pile. This is just the beginning. And who has ever seen an actual CPA financial statement of the Town? All I’ve ever seen is an estimated budget made up by Barry. Also, the ball field records were physically on file and not in the computer.

that could be taken to distant homes and other places? What was Valerie doing during all this? Why does she still have a job? Where I worked I felt it was my duty to tell of this sort of thing to the people footing the bill...if you don't, in my eyes you are just as guilty. I think in the eyes of the law, they might even say it was being an accomplice if this was crimminal.

that never put signs up on land/property that was to be rezoned. No doubt to save money on those expensive signs. This was all done on the watch of the person who had the balls to stand up at town hall and point a finger at people who got us a new town manager and lawyer that far out shines what we had. Do I need to remind anyone Tyrone was on outs with the county over the sewer deal? That the county knew nothing of the sewer lines being run down 74 from Fairburn to Tyrone till the saw the roadsides being torn up to put them in? Yeah, we had some real open government back then. Would anyone like for me to print right here on line the request from Tyrone to Fayette county about developing the property off Trickum Creek road with the cemetery on it?

NEW BUSINESS: ANNEXATION REQUEST: Consideration of annexation request from Tyrone for 10.8 acres in Distric 7, land lot 148 off trickum creek road. Ms Z stated once again the information from Tyrone had not included a developement plan or any proposed use. She said it indicated the property owner had quested A-R zoning a minimum lat size of 3 acres. She said it was hard to assess the impacts of this annexation on adjacent properties without any idea of what use in what use would be proposed. She said there were several uses that would require public hearings and would have negative impacts but the intended use of the property was not known. She said the property consisted of a cemetery with no known boundaries. She said a family cemetery was protected by law and access to it had to be provided. She said the property has a 87 ft wide power line easement on it. She said the property was long a narrow. She said they were not sure of use of the property and how to assess the impact this annexation would have. She said property to the north of this was annexed by Tyrone several years ago. It consisted of 32 acres. She said at the time Tyrone indicated that property was going to be zoned A-R and developed into 3 acre lots. She said once it was annexed it was acquired by a developer and the town rezoned it to a zoning district that allowed less than one acre lots with sewer. She said the Trickum Creek Rd was a county maintined easement and if it was annexed th county would still maintain the road. She said ther were no water lines on Trickum Creek and any future developement would be required to connect with county water line on Tyrone palmentoo rd and also if annexed the county would still provide fire and emergency medical services to that area per local agreement. She said it was located in a significant ground water recharge area.

Ms Zeitler said based on problems with nodevelopment plan or proposed use indicated on the application as well as the physical characterists of the site with the cemetery and power line easement, along with the history of annexation with Tyrone of the adjacent property, staff objected to annexation. She said the county's land use plan had the property designated for low density residential which allowed a minimum lot size of 1 to 2 acres if it was rezoned in the county. She said the objection would stand unless Tyrone conditioned this annexation to where the property would never be zoned more intensely than a min of 1 to 2 acre single-family residential lots.

Chairman Dunn asked for comments

Commissioner Wells said she felt it was summed up well and most telling was the second sentence that said "once again." She said it seemed they continually got into situations where the Board was no provided the information or developement plan and not given all the information needed in order to assess the situation to decide if there was a justifiable objection.

She also pointed out the sentence that stated that several request wermade to the Town of Tyrone fro additional information had been ignored. She siad they simply did no know and in order to make an informed decision on this and to respond in an effective manner they needed to have this information. She said because of the past history of being told something and not provided with a hard copy and then changing once annexed, she was very reluctant to take a "hands off" attitude. She said she supported the objection from Zoning.

Commissioner VanLandingham said he tried twice to call to find out why they had not received the information. He said he had not been able to speak with anyone yet. He said he had strong objections based on the recommendations of the Planning Commission. He said he felt the Board had obligations to the citizens of Fayette county and without adequate information they could not make a decision.

Commissioner Pfeifer said he agreed with all the remarks made. He said they had had this discussion before. He said a letter havd been written to them before. He said if they were not going to take the trouble to let them know what their plans for the property were so the Board could properly make the decison they were elected to make, his intention from here forward was to assume the worse.

Chariman Dunn said he wanted to make something clear. He said Ms Zeitler talked about annexation contiguous to this piece of property two years ago. He said it was 32 acre piece of property that the Town of Tyrone asked to annex. they said they were going to annex it into the city and keep the land use the same as it was in the county, which was A-R. He said htey took it into the town as A-R, and within weeks the town created a new category for John Wieland Homes, a LUR [limited use residential] zoning category, which allowed Mr. Wieland to put more houses in there than one per acre. the minimum lot size in Tyrone at that time was one acre. He said a separate zoning category was created for this property and as soon as the platt was approved by the City of Tyrone, the new zoning category was done away with. Chairman Dunn said the piece of property being discussed tonight sat next to the property mentioned above. He said bases on the fact that they would not tell what they were doig and based on the fact that on Mr Wieland's property right next to this they were from a 3 acre requirment to less than an 1 acre requiement by creating a separate deal and then doing away with that deal, he would have to assume the worse. He said they could go throughout the county doing this if the board did not object to it and try to put a stop to it. He said he could not supporrt this request.

So here you have the reputation Tyrone had build up with the county and it wasn't a pretty one. Don't talk to me about how honest and up front the last group was.

Since you praise the past group for honesty etc., I wanted to show a few well known facts about the past groups "open government". Seems you wont comment on that, just how it was presented.

It is a waste to put facts out there, you aren't interested in them. You only want attention, and this is the only way you can get it now, other than making an ass out of yourself at the town hall meetings.
