Hwy 74 paving

Can someone explain why they are paving 74 when they are just going to repave it once the other side is done?

RE 74 paving..

The only new paving I've seen is south of Dividend. This part of 74 is not scheduled to be widened. It obviously stops before they get to Dividend. So basically, what is the problem?

I thought they were widening 74 all the way down to HWY 85..did the plans change?
