Don't feel bad...I had to ask a mechanic friend. Evidently, it is a way for tractor trailer trucks to brake by backing down the engine. Or to use the engine to brake. You know the sound when you hear it (read loud).

To basically not let the engine exhale (increasing backpressure), thus no propulsion. Free braking is why the truckers like it. It will not work on a gasoline engine. Yes, it is loud, and unmistakable in sound.

I saw that sign a few times, and wasn't sure what it was. Glad to know I'm not unintentionally doing that.
