Georgia and Water

We have water wars going on between Florida and Alabama versing Georgia.

We have the Atlanta water issues.

We have a number of areas constanting facing shortages throughout the state.

Here, we have water issues but are looking at 10 of thousands of new homes, businesses and even a new mall in Fayette and surrounding counties.

Where is the state on all of this? Is not water a State and Federal resource that is to managed at those levels?

Other than restrictions, where is the state in dealing with these issues?

They seem to be the ones who are going to have to put the big foot down somewhere.
