PTC concerned about Kedron buffer violations

Homeowners whose lots back up to Lake Kedron are being reminded to follow city and state laws regulating the amount of buffer and greenbelt areas around the lake that must be undisturbed.
The Fayette County Water System, which uses the lake as a reservoir, brought some recent violations of the buffering and greenbelt areas to the city’s attention, said city spokesperson Betsy Tyler.

In addition to the buffer violations, the county noted that some residents may be launching boats from their homes although the only authorized place to launch a boat on the lake is from the publicly-accessible boat docks. No Lake Kedron residents have an easement for private access to the lake, officials said.

The matter is of such significance that the City Council will be briefed on the issue at a special called meeting Monday night at 6:30 p.m.
The city’s code enforcement department mailed a letter to Lake Kedron homeowners reminding them of the following regulations that must be abided.

For buffers:
• An undisturbed natural buffer shall be maintained for a distance of 100 ft. measured from the normal pool elevation of the lake.
• No vegetation can be removed or planted without a city permit.
• No herbicides, pesticides, or other chemicals, either natural or man-made, can be used in this buffer.
• No burning of yard debris is permitted in the undisturbed buffer.
• Impervious surfaces, other than cart paths, are prohibited within 150 ft. of the normal pool elevation or the stream bank. This prohibition includes septic tanks and drainfields.
• Land-disturbing activities shall not be conducted within 25 ft/ of the banks of the lake.
• Prior to the removal of any vegetation within an undisturbed buffer, you must contact the City Planner who will visit your property and discuss what will and will not be permitted within the undisturbed buffer on your property.
A permit must be secured from the City prior to removal of any vegetation within this buffer. Contact the City Planner at 770-487-5731 for additional information.

For greenbelts:

• Absolutely no disturbance will be permitted within greenbelt areas.

• Trees that fall from a greenbelt into a greenbelt are usually left in place. Any vegetation that needs to be removed must be evaluated by City Staff prior to removal.

• No dumping of any kind is allowed. This includes tree limbs and grass clippings. No burning of yard debris is allowed.

For boats:

• The Kedron boat docks on Peachtree Parkway North are the only designated location for launching boats onto the lake – no property owner around the lake has private access to the lake.

• No boats or trailers may be parked within 20 ft. of the rear lot line of a property.

I am so glad this is finally being addressed. I have brought this undercutting and the like to the cities attention and nothing has been done. The homeowners just plead the 5th and the city says "well don't do it again". But they are back out there again. Some people think the rules apply to everyone but them. Then there are those people who carry their grass clipping to these greenbelt areas and dump them! Come on who is going to clean it up? Your mother does not live in Peachtree City, please grow up. You know who you are. The rules do apply to you. The city should fine these individuals big time and give them community service, like planting trees or flowers. Hum.... I like that idea, that could cut our general fund budget reduce a few FTE's on the payroll and possibly prevent another tax increase! Oh yeah, that is right Harold said we were not going have another tax increase. Oops... too late!

The city wants to complain about buffer zones?

What the heck were they thinking when they allowed every single tree to be chopped to the ground when building the West Village? Home Depot, Wal Mart, and all those little stores are completely visible from Highway 54. What about a buffer zone of trees like we have at ALL the other shopping complexes.

Centennial with its small lots and no trees. Same with Cedarcroft and Chadsworth. No trees. Kill all the trees.

So who is going to tell them they were had by the deveopler's realtor who sold them $100,000 "lakefront" lots and either didn't mention the buffer or did and winked at it and said - no one will care what you do with your own land. Jane? Lynn? Olivia? Sandra? Anyone want to comment?

I have to jump in on this one. I used to live on Lake Peachtree. Home owners on the west and south sides of the lake can put power boats and docks in the lake as the property is specifically deeded to them.

On the east side it is not. The only reason that the west and south side homes can is because when those houses were built it was allowed. Later, after the county got involved a moratorium was put in place to stop any additional lake access.

On the east side of the lake there is a golf cart path that separates the lots from the lake. A few people on the east side started cutting down the trees and spraying round-up by the truck load so that they could have a “lake view” home. It’s my understanding that some of them got fined “bid time” for doing it. One guy who didn’t want to “get caught” paid some little kids to do it for him so when the city went after him he said, “I didn’t do it some kids did it”.

When the Kedron neighborhood was built it was specified that NONE of the lots went all the way to the lake. There is no way the real-estate agents that sold the houses to these people told them that they could do what ever they wanted with that land.

These people know exactly where there property markers are.

Any moron can read a plat, even rich ones.

In addition to that, some of the lake view homeowners tried to run irrigation lines to Lake Kedron and were ordered to stop. If I’m not mistaken a Delta pilot was in the process of running a irrigation line when the sides caved in and killed him. It was a big news story when it happened.

I will step over the line here and say that some of the people that live in some of those $700,000+ houses have the, “well I’m loaded and I can do what ever I want” attitude.

Heck, if you’re familiar with that area, Smokerise in particular, there are some really arrogant SOB’s that live there. One in particular wanted to shoot the deer that were eating his flowers. The guy lives in a neighborhood for crying out loud.
