Shopping center to be annexed?

Would allow drinks to flow on Sundays

The owner of the Peachtree East shopping center is hoping to have the 17-plus acre site annexed into the Peachtree City limits.

Though no additional development is proposed for the site, including the center in Peachtree City would “better enable the restaurant tenants to compete in the tough restaurant environment,” according to the annexation request submitted by the three firms that own the center. That indicates that the applicant wants the ability to serve alcohol on Sundays, which is not allowed in the unincorporated county.

In addition to the anchor Publix and SteinMart stores, Peachtree East is home to the Italian Oven and a vacant building that previously housed Fuddrucker’s.

All told, the site has more than 147,000 square feet of shops, but no “significant” changes to the site’s layout, design or amount of developed square footage is anticipated, the owner indicated in the annexation application.

The annexation request has not yet been officially accepted by city officials, as it must first be reviewed to see if it is complete, according to spokesperson Betsy Tyler. Then the matter will be scheduled for a hearing before the City Council, which will determine if the proposal can be further investigated by city staff or discarded entirely.

The site is already served by the city’s sewer system, and its current zoning designation is community commercial under the county’s zoning system. The owners are seeking a limited use commercial rezoning for the site, and they have pledged to cooperate with a potential golf cart path bridge that could possibly be installed across Ga. Highway 54.

The applicant projects that the city would have gotten more than $194,000 in property taxes had the shopping center been in the city limits in 2005. But the city will have to provide dedicated police and fire services, which are currently provided by Fayette County.

The development is immediately adjacent to the Shiloh mobile home park.

So, if it were in PTC, would the constant illegal signs by the highway finally get removed? I thought the Marshall's office was created to enforce codes in the county. Apparently not when it has "Peachtree" in the name!

But the next thing that would happen is Shiloh Mobile Home Park would want to be annexed - unless of course they snuck in with the shopping center - they are on PTC sewer as well, thanks to Jan Trammell and Herb Frady back in the late 1970's.

Yep - just hoping for a silk purse, I guess. BTW, Didn't Wells vote for this sow's ear back in the day? And I don't recall it ever appearing on a County land use plan.

Publix is already part in PTC and part in County.

A question that comes to mind as well is Lexington? Is that in PTC or County?

Looking at how that area is shaping up has me scratching my head.

Actually, the maps I've seen indicate the highway itself is the divider, with Lexington inside the City and Publix/Steinmart/Shiloh outside.

Just in case you want to know, the Peachtree City Police or Fire does not provide services to Publix East(as well as Shiloh). The Fayette County Sheriff's Office and Fire provide services to that complex and subdivision. The Peachtree City Police and Fire do provide services across the street to Lexington. The highway is divided. My question would be if they annexed the shopping center in, does Shiloh come with it?

Interesting! I'm pretty sure the Citizen staff would have let us know if Shiloh was included in the application. But if the center were annexed, the County Fire & Sheriff would have to go through PTC to get to Shiloh.

I strongly suspect they like to keep up the impression that they are in the city - just look at the center's name! The map I bought shows the city limits running due west between the cemetery and Steinmart, and then turning due north at 54, continuing north along Sumner Road when the highway curves back toward east. Also, I lived here when the developers of that center requested the rezoning and the County granted it -- PTC was opposed to having it there.

I dug the plat maps and got the same results.

Now why they told us that is beyond me.

But realistically, it should be PTC.

I'm not sure I disagree about the annexation making some sense, but a part of me (the vindictive part) wonders why we should take it on just to let the owners make more money on leases from restaurants that can sell alcohol on Sundays. That was a condition when they built it there, rather than in PTC, all those years ago. Why should Peachtree City bail them out for their poor decisions, and the poor planning decisions of the County?

This kind of annexation is what we want. The city benifits from the sales tax revenue. We want the restaurants to sell alcohol. The more they sell the more in sales tax the city recieves.

Just a little food for thought:

1. No, Shiloh is not part of this proposed annexation.

2. The city's main financial benefit likely would be from property taxes. The sales taxes go into one pool for the county after which it is split between the various municipalities and the "unincorporated area" of the county. If memory serves, the county government also gets a separate part of the take. It's been a while since those were negotiated and I don't believe I was covering it at the time.

This is no slam dunk annexation, though, as Peachtree East will likely have to retrofit a bit to meet city ordinances such as setbacks, landscaping in the parking lot, etc.

That area, by location, is assumed PTC by many. It impacts PTC, not the County.

From points of safety, control and such it should be PTC.

Retro-fitting would cost some bucks. But I believe in the long term the investment would be good for all concerned.

I believe the issues generated by Dunn and his group have given the incorporated entities of Fayette new incentive and a new outlook on annexation. Meaning, make sure they control what they don't want the County using against them.

I wish they would get the cart path to Publix, from Robinson road would be fine. I believe it's on the drawing boards. That wouldn't be too bad of a ride for me coming from Spyglass.

I always thought that the Publix center was already in PTC, shows what happens when you assume.
