New PTC mayor votes against Hall Co. annexation

Haddix served on five-member arbitration panel

He hasn’t even been sworn in as Peachtree City’s mayor yet, and already Don Haddix has recorded a vote against an annexation.

Haddix’s vote, alas, had nothing to do with Peachtree City. It came as part of his service as a volunteer annexation arbitration panel resolving a dispute between governments in north Georgia.

The panel and Haddix were drawn in to rule on a dispute between the city of Oakwood and Hall County. Oakwood wanted to annex five lots from a residential subdivision in the unincorporated county and then rezone those lots from residential to office-institutional use.

Haddix, who served on the panel with four other volunteers, cast the deciding vote in a 3-2 split ruling in favor of Hall County’s position on the matter. The net effect of that decision is that Oakwood’s annexation efforts were denied.

The case involved five residential homes which have previously been occupied and a developer who wanted to change those homes into office uses, Haddix said. Hall County objected to the annexation, claiming the office use was more intense than the county’s existing residential use.

Meanwhile, the community’s homeowners association also argued that the annexation and rezoning would damage home values in their neighborhood, Haddix said.

The developer claimed that it was unable to sell the homes for residential use. However, it was learned that none of the five homes were owner-occupied because they had all been inherited.

For Haddix, the decision came down to a requirement in state law that if the county can prove a significant change in use, the annexation must be denied.

“Plus, Oakwood didn’t even have an argument that their projected land use plan indicated that as office because it wasn’t indicated in their future plan,” Haddix said.

It's starting already. This is going to be one great year seeing how this plays out. If you voted for him, tell us like it is.

Outside of Steve Brown and a few of the bloggers, no one really cares. This is just another example of the coronation of King Don by Cal.

You know, Cal wrote an article analyzing the amount of money Cyndi raised versus how much Don raised. In his analogy, Cal came up with some amount per vote based on the number of votes and the amount of campaign contributions raised. However, one of the bloggers was spot on in his/her comments that this was less about the money raised as it was the number of square inches Cal gave Don and his supporters in the Citizen and on this website.

Silly me, I always thought the Fourth Estate was supposed to be non-partisan and unbiased. And as I understand it, Cyndi offered to meet with Cal to discuss the issues and offer her side of the story with regards to the controversial votes but he refused to meet with her. So much for fair and balanced coverage.

But hey, it's his paper/website...he can do whatever he wants with it. However, I find it interesting the Citizen is not a member of the Georgia Press Association. Guess that would require some standards of journalistic integrity the paper doesn't currently possess.

According to the Georgia Press Association's website:

"Active membership consists of newspapers who are published for more than two years in Georgia on a weekly basis with a minimum of 50 issues annually and has a bona fide list of paid subscribers plus single copy sales equal to or exceeding 75 percent of the circulation published in its Statement of Ownership."
