Commission to vote on new SPLOST

The Fayette County Commission is expected Thursday to approve putting a one percent sales tax on the Nov. 3 ballot for voter consideration.

The Special Purpose Local Option Sales Tax would raise up to $135 million over a six-year period, with the centerpiece being a $55 million expense to pay off debt early for the county’s Justice Center. The new SPLOST would begin in April when the current transportation SPLOST is due to expire.

The SPLOST election would occur during normally scheduled dates for the municipal elections, but a special election will be needed to open the polls for voters in unincorporated Fayette County.

Other SPLOST projects to be funded by the county include $5 million for a speculative university campus, $2 million for an emergency operations center and $3.5 million to replace county fire stations located in the cities of Fayetteville and Tyrone.

The county is also proposing to spend $30.5 million on a variety of specific transportation and building projects and another $11 million on unspecified transportation projects.

Fayette is also proposing a total of six corridor improvements on New Hope Road, Lee’s Mill Road, Kenwood Road, Tyrone Road, Sandy Creek Road and Westbridge Road. Each of those projects are projected to cost upwards of $1 million.

In Peachtree City, the big ticket items for SPLOST funds includes $6 million set aside for street resurfacing and $2.9 million for cart path resurfacing, extensions and construction.

The city is also proposing to pay down $2.6 million in debt from the library and airport bonds along with another general bond issue. The city also would spend $2.81 million to pay off a lease purchase debt instrument.

Among other large-scale projects for Peachtree City include two cart path bridges at a cost of $1.9 million each: one over Hwy. 74 north and the other over Ga. Highway 54 east. Other cart path projects include $1.14 million for a tunnel underneath Rockaway Road to connect with Meade Field and $1.01 million for the path connections for a tunnel underneath Hwy. 74 south that will be located at the Rite-Aid pharmacy. The Rite-Aid tunnel will be built by the state as part of the highway road widening project due to start later this year.

Fayetteville’s proposed SPLOST projects include $1.2 million for bike, pedestrian and multi-use path improvements, $1 million for street resurfacing and another $1 million for citywide grid/connectivity projects.

Fayetteville is also projecting to spend $750,000 on intersection improvements citywide, $950,000 on median improvements and $400,000 for a roundabout at Redwine and Ramah roads.

On Fayetteville’s “alternate projects” list are $1.94 million for bond debt retirement and another $527,000 to retire capital project loans. Also on the alternate list is $750,000 for a well interconnection project and $492,800 for a streetscape on Ga. Highway 85.

Tyrone would receive up to $2.7 million over the six-year SPLOST, with $1.4 million going toward street resurfacing, milling, patching and shoulder enhancement. Tyrone is also expecting to spend $490,000 to pave gravel roads and $485,000 to realign roads.

Tyrone also projects to spend $200,000 on miscellaneous cart path extensions and $127,000 on intersection improvement projects.

The Town of Brooks would receive $663,000 from the SPLOST, with $250,000 going toward sidewalks and $70,000 to a library renovation.

The Town of Woolsey would receive $256,000 from the SPLOST and is proposing to use it on a community center.

Well, folks, Jack is trying to do it to us once again. At one of the Commission meetings, it was said that the bypass is for “future traffic.” I guess the new school that was built on Sandy Creek Road is for “future students.” All of that is quite obvious because land developers who have bought up hundreds and hundreds of acres along the Bypass/Parkway/Road route are just sitting there waiting for Jack to push his Road through. Jack says the only thing that can stop the Bypass/Parkway/Road is a Court Order. Well, we are working on it, Jack.

At one of our most recent commission meetings, Jack asked Traffic Engineer, Carlos Christian if he could speed up the process of acquiring the needed documents to proceed with the Bypass/Parkway and Mr. Christian said that his department was trying to do that.

Our county officials are building things we don’t need all the while hoping to manufacture the justification for their projects. At one of the commission workshops on the new SPLOST they said a strictly transportation SPLOST wouldn’t be very palatable to the voters so they lumped the Justice Center debt in with their transportation projects. The last SPLOST we voted on did not identify the West Fayetteville Bypass on the ballot. And, now SPLOST II will include unspecified transportation projects.

When it comes time this November to decide whether or not we want a new SPLOST, I hope all my fellow voters will remember Jack Smith sits on the Board of the Bank of Georgia with many builders and real estate people. I hope we will remember that Jack Smith publicly told us that the West Fayetteville Bypass, “isn’t for rampant development,” all the while knowing there are wealthy land developers sitting on hundreds and hundreds of acres along the route of Jack’s Parkway. I hope we will all remember the Bypass couldn’t be found on the last SPLOST ballot but we were told that we voted for it.

If you go to PTC web site and download the city council meeting agenda (it's PDF) and go to pages 237 thru 248, you can see the breakdown of each town's list and the county list.

Page 248 tells you 2.81 million is for "Acquisition of City Hall and Leach Fire Station, presently leased by the City". Note the cross out on this. It was formerly listed as "MISC. Path Extensions".

We "Lease" city Hall and Leach Fire station----we don't own them?

My goodness wouldn't we have had them paid for by now if we had bought them instead? Didn't we rework City Hall a time or two?

Questions which we get shrugs for since they occurred a number of Councils ago.

I fully agree with you. Yet another budget issues of changing priorities and ways of doing business that the minority has been struggling with since getting on Council.

As a retire business guy and Doug being a top financial guy we have been frustrated for a long time now on things like this.

The cleaned up version is on my attachment to the SPLOST thread and needles and the Tennis Center is included in bricks, mortar, and straw! It does leak however but the Wolf didn't blow it entirely down.

It would be interesting to know who the group was who said "let us cover up this 2-3 million for the sake of all of us---what do you say?" And they all said yea, it is the best thing!

Haddix: do you know who signed the loan papers for the Tennis Center for the City, or for the "Authority?"

Hasn't that Authority done enough damage already? (Tourist now isn't it?)

When will Tom Jones and Paul McCartney be at the Amphitheater---people would pay maybe $75 to see that! Willie might even come!

The initial loans were by the old and thankfully gone Development Authority back when Lenox was Mayor. The Bailout was in 2006 under Logsdon, so ask the current Council majority about why the loans were structured as they were.

We need DAPC and Tourism. The new DAPC is extremely open and a great group doing an excellent job.

How were they "structureed?" Don't you have any idea about how much is still owed on the TC and how much interest we have paid and to what?
What is the "great group" doing? Collecting hotel taxes?

Then why are we buying packages since they are poor now?

You mean they can't choose from several "packages" for the ones we want?

Is it true that Cannongate took over the Tennis Center. I'm talking about landscaping and the day to day operation. Was there ever a bid put out? I also understand they are operating under a different name to conceal this. Is there any truth to this?

Canongate has assumed the day to day management of the Tennis Center. Council voted 5-0 in favor, so it can't be all bad.

There have been various articles about it in this very paper.

Same answer as before. You have to ask the Finance Dept to break out those numbers. It is currently merged with other debt as part of Bricks and Mortar and other issues.

I agree some things seem to be ever evolving. Some need to end, not get reconfigured. Debt relief would do that.
