Bill would outlaw cellphone use for drivers under 18

Youth Council takes stand on cellphone ban

The Youth Council Serving Fayette County is asking legislators to put a halt on a potential law that would ban all cellphone use for drivers under 18.

The volunteer board voted unanimously earlier this month to send a letter containing that request to the sponsors of the bill including the chief sponsor Rep. Matt Ramsey, R-Peachtree City.

The letter expresses several concerns, including whether the bill would be applied to teens operating golf carts. Another issue is whether some teems would try to hide their phones while driving which could cause the same type of accidents the bill seeks to prevent.

Ramsey met with the Youth Council earlier this year on the issue and explained his rationale for introducing the bill. Ramsey contends that studies have shown cellphones are the number one distraction for teen drivers, and distracted drivers are the number one cause of auto accidents.

Ramsey’s proposal would forbid any cellphone use among drivers under 18, even if they use a hands-free device. Violators face a $175 fine and a one-point license deduction for a first offense and a $500 fine and a two-point reduction for additional offenses.

Also, any driver found at fault in a motor vehicle crash while using a cellphone would receive a mandatory 90-day license suspension.

Ramsey last year had a brush with just such a distracted teen driver when he was driving on Peachtree Parkway south of Booth Middle School. He was able to drive in the median to escape the car, which had crossed into his lane while the teenage driver was using a cellphone.

Ramsey suggests teens could simply pull over in a safe place to make a cellphone call instead of talking while driving.

Another issue is how the law will be enforced by police. Fayette County Sheriff Wayne Hannah thinks such citations might be issued after a deputy has pulled someone over for another traffic violation, as it will be difficult for a deputy to look at a driver and determine their age.

Ramsey has said he is looking into a statewide ban on text messaging for drivers of all ages. A similar ban on all cellphone use for all drivers does not have enough support in the legislature this year, he said.

Ramsey said he appreciated the Youth Council’s position on the issue.

“I’m glad they’re involved, that’s good to hear,” Ramsey said.

Did Matt follow the driver and ask what was the distraction? That's BS, while I agree that cell phones may be distracting to drivers both young and old alike. This is their generational thing, I was subject to fine for music being to loud and windows to dark.....

The cop should take the damn phone from the kid and make them drive over it with their car until it's smashed to bits.

Then the cop should give them a $500.00 ticket, impound the car and then suspend their license for 6 months for driving while stupid!

As for using a cell phone while driving a golf cart; the same law should apply.

Just for the record I did vote and as usual you find yourself voting for the less of two evils. I have no children under 18, It wont affect me at all. I just get sick of big brother looking out for my best interest. Surely they have bigger fish to fry. But that's just it, they will impose laws on us sheep because we're easy.

I feel bad for all of these people who are ADDICTED to their cell phones!

They simply can not stop using them except for short expanses of time (sometimes when they go to the bathroom, if sick).

Some are able to sleep as much as four hours without making or getting a call.

As soon as one person finally hangs up on them, they are punching someone Else's number for another conversation!
If the number doesn't answer, you can see the anxiety on their face as they try another number!

Ever listen to one of those conversations? "well, I'm in corn flakes aisle now, what size you think I should get?"
Or, if in car, "I'm at the corner of 54 and 138, heading for Popeyes.
I will call you there when I get seated." "Hello, well Popeyes stuff today is great." "I'm getting chicken grease on my phone, but I'll simply get another free one tomorrow."

"Did I hear about the Depression going on?" "No. is there one?

"Is Oxycontin good for phone addiction?"

How about the cop just pull you over, ask you for your Federal ID card and search you vehicle and person.

The Federal Railway Administration issued an emergency order prohibiting personal electronic or electrical devices by railroad operating employees. It only took the death of 25 passengers to make this happen.
