Sheriff endorses Hannah, nixes Simmons

Fayette County’s long-time number one lawman has tapped his department’s number two man to succeed him.

The winner of the four-man race next week will replace retiring Sheriff Randall Johnson, who Monday endorsed Lt. Colonel Wayne Hannah as his replacement. Johnson has served for 31 years in the top post.

Hannah, who is director of the department’s traffic and training division, is facing two other members of the department: Barry Babb, the second in command of the field operations division, which includes the patrol unit, and Thomas Mindar, a specialist who works in the warrants division.

The fourth candidate is David Simmons, a retired police officer who served as deputy police chief in the Detroit Police Department and later was chief of public safety for Highland Park, Mich.

In his letter endorsing Hannah, Johnson said Hannah “is the single most qualified person to succeed me as sheriff of Fayette County.”

“He has the experience we need. He is a person who knows how to build a consensus and get the job done. He is a straight-forward person whose words and actions you can trust,” Johnson wrote.

Johnson noted that Hannah was already working for the sheriff’s department when he took office as sheriff nearly 32 years ago.

In an interview last week Johnson said he hoped Fayette voters won’t elect Dave Simmons, a retired police executive from Detroit who’s the only one of the four candidates not working for the sheriff’s department.

“We don’t need a senior citizen in office, somebody that’s over the hill and has been out of office for 13 years,” Johnson said, adding that Simmons will undoubtedly need more training to get up to speed on laws that have taken effect since he was last a police officer.

Johnson criticized the use of “scare tactics” in the election, taking specific umbrage with Simmons’ attempt to portray crime as being on the rise in Fayette County.

The truth is, Johnson said, Fayette’s crime is not any worse so far this year than in previous years.

According to statistics provided by the sheriff’s office, through June 24 of this year, unincorporated Fayette had 94 burglaries, which if the rate stays the same projects to 195 burglaries for the entire year, compared with 148 for all of last year.

The department also lists 189 thefts through that date, which projects to 393 thefts for the rest of the year, compared with 362 for all of 2007.

In 2006, the last year from which numbers are available from the Georgia Bureau of Investigation, all of Fayette County reported 240 burglaries and 1,317 thefts.

Johnson points out that’s still a far cry from the four counties adjoining Fayette, each of whom has numbers at least double Fayette’s numbers.

Included in those are Coweta with 645 burglaries and 1,830 thefts; Spalding County with 666 burglaries and 2,118 thefts, Clayton County with 3,317 burglaries and 6,145 thefts and Fulton County with 13,228 burglaries and 34,218 thefts.

From 1996 through 2006, all of Fayette County, including the cities, has averaged 222 burglaries and 1,268 thefts a year, according to the statistics provided by the sheriff’s department, which came from data compiled by the Georgia Bureau of Investigation.

“We’ve always had thugs and thieves,” Johnson said, noting that criminals like to target secluded homes, for instance. “... One burglary is too many. One serious crime is too many. But we have done a pretty good job here, and I think the people like something we’re doing.”

For being a part of metro Atlanta, Fayette has avoided having much violent crime, Johnson said. While other agencies are “too busy” to handle violent crime, such cases have to be worked in detail and the criminals brought to justice, Johnson said.

Johnson pointed to the recent carjacking of a businessman in downtown Fayetteville. Although it took a three-hour manhunt, deputies were able to arrest one of the perpetrators at the scene, Johnson said.

The sheriff’s office had a large number of units at the scene because that’s what it takes, Johnson said.

“It took a couple of hours but we worked it and we finally got him,” Johnson said.

Simmons has campaigned saying Fayette County has a gang problem, but Johnson contends the sheriff’s department is on top of it, having worked on a committee with other area law enforcement agencies and the school board for several years to stay ahead of any problems.

Fayette’s real “gang problem” is from gangs that live in other counties who come here to commit crimes, Johnson said.

Johnson, who has clashed with Simmons’ views in a recent letter to the editor, said he took issue with Simmons early in the campaign after learning that Simmons was telling people he had the long-serving sheriff’s support. When Johnson’s friends asked him about it, he corrected them and told them he wasn’t supporting Simmons.

“I didn’t want him telling people that I supported him,” Johnson said.

Ultimately, the sheriff said, Simmons sent a letter threatening to sue Johnson for slander.

Simmons tells the story differently. Simmons said he never told anyone that Johnson was supporting him, and not only that but he heard from several people in the winter that other people were making similar claims.

Simmons said the letter to Johnson didn’t threaten a lawsuit, but it said the remarks being spread about him claiming to others that he had Johnson’s support were “libelous and slanderous.” Simmons indicated in the letter that he was aware he wasn’t being endorsed by Johnson, and he asked the sheriff to write him a letter saying those things weren’t said.

Simmons contends he never got a reply from Johnson.

Johnson said he understands part of the friction between him and Simmons comes from one of Simmons’ supporters, Greg Dunn, who routinely clashed with Johnson during the eight years Dunn served on the Fayette County Commission.

Ultimately Johnson used some of his political might to beat Dunn at the polls in 2006, and Dunn is running again this year, opposing incumbent Post 1 Commissioner Robert Horgan.

Johnson may have his problems with Dunn, but clearly there’s more behind his dispute with the way Simmons has run his campaign. Johnson says he is speaking out on the campaign because he is truly concerned about Fayette County’s future.

Johnson said he’s merely asking voters to “think things over and see if they want to vote for somebody that really doesn’t know anything” about the office.

Simmons said he has his suspicions about why Johnson might be nervous about him being elected, but he declined to elaborate on them. Simmons added that if he’s elected, when he takes office he’ll be “looking forward, not backward.”

“Randall Johnson is loved in Fayette County,” Simmons said. “I have no plans to burst that bubble.”

Since you seem so dedicated to Wayne Hannah, and seem to know everything about him, can you answer these questions?

1)How do you intend to lead by example, when your personal life has been a lie?

2) What do you think about men that deny their own newborn baby and refuse to support the child?

3) Do you think it is acceptable to break policies on dating subordinates? And what should the punishment be?

No wonder Wayne Hannah didn't want anything to do with these blogs?!

What a disgrace it would be to have a sheriff that denied his own flesh and blood. Not to mention a slap in the face to ALL FATHERS that have supported their children! Hannah has been disrepecting women for years and everyone should know about it.

don't deserve a response from me. They are blatant defamatory accusations that should cause anyone with the least amount of common sense to ignore. I don't know how you sleep at night knowing the level to which you are stooping in this campaign.

Now...I have a question for you:

A brand new officer with less than six months experience total is involved in a vehicle collision and is determined to be at fault in the accident while not wearing his seatbelt, which is a violation of department policy. He is also a member of the FCSO's Swat Team (that policy must have been revised as it used to state that the officer had to have 2 years of policing experience). It is my understanding that department policy states that if an officer is at fault in an accident he/she will be suspended without pay and there are supposed to be further reprocussions if they are not wearing a seatbelt.

1) What do you think the punsihment of the officer involved should be?

2) Since you seem to constantly bring up "polcies", do you believe that it should be followed in this instance? Hmmm...I wonder what Babb would do in this situation, since this person happens to be a VERY good friend of his.

3) Why have you waited so long to bring all of this nonsense out if you know these to be facts? Grasping huh?

BTW...I could logon to on this website and throw some skeletons out of your buddy, Babb's closet, but I think that I will refrain as that would be stooping to your level.

wannabeme2's questions to Hannah? Nice try at a distraction though. You've really helped the department with that one. Nice...bravo.

The accusations are not defamatory if they are based on fact. Why don't you research it? The voters deserve an answer. He is asking them to elect him as the chief law enforcement officer in the county. If he himself violated state law, they have a right to know and decide if he can enforce those laws and lead his department to do the same. Are you worried that the answers might not be what you want to hear? (BTW, he has already stated that he'll violate the current nepotism policy.)

I think you're the one grasping, citing a vehicle accident as opposed to failure to pay child support or even acknowledge a child?!! We'll see if he is the "man" you think he is when he either answers or avoids these questions.

I have a question for you, Toast: if the Sheriff thinks that Hannah is the "single most qualified canidate", why didn't he endorse him from day 1? You seem to be in the know. Just curious.

If you don’t have proof then you don't have "facts" and your accusations are defamatory! It seems that you have contradicted yourself on this one, Grits! Nice try though.

What "state law" did Hannah violate? You already said that he wasn't ordered to pay child support and it was never proven that this "child" was his! Yet another contradiction!I believe that the Sheriff has been in support of Hannah from day one and I can think of several reasons why he would wait until late in the race to announce his support publicly. Of course one would have to think outside of the box to figure it out though. The Sheriff was probably trying to give ignorant donkeys like you less time to sling their crap all over the county!  Eye-wink

Oh and BTW…I hope that if Hannah becomes Sheriff he does violate the nepotism policy! Good luck, Hannah!

I didn't make the original allegations....check your past blogs. I simply agreed that the voters have a right to answers, and I'm holding to that. And I didn't say he wasn't ordered to pay child support; that would've been wannabeme2.
I don't doubt for a minute that you think its okay for Hannah to violate policy. That's how your "team" plays the game, as long as it is the candidate you support. Meanwhile, you hint that policy may be overlooked because someone is friend's with Babb. Who's contradicting themselves now?
Oh, my bad....you're right Hannah didn't violate state law. See it's easy to admit when you're wrong. His ethics, integrity, morals leave alot to be desired.
You and your friends (W.Muddy, TruthWarrior)got some nice baiting tactics, but I'm not biting. Keep fishing...

Barry, From all that I have read I assume GRITS is someone who works under your direction. I have laid bricks that have more sense than him. I thought that maybe you had put the quietius on him. I had not seen anything from him on a while. I see that I was wrong. He obviously represents the type of officer you have working for you. I hope that I am wrong. Therefore I'll give my vote to Hannah. You better pull back the reins on the dumb horse "Gritz" or I am sure others will follow me.

I would encourage you to do a little background work on Mr. Hannah.
There are many things that you MUST not know - or maybe you don't care about.

1. He has a child that he refused to acknowledge or support.
2. He dated NUMEROUS employees under his supervision.
3. He will continue to break the policy by supervising his WIFE.
4. He had an OBSESSION with Jack Daniels... enough so that his car tag (issued by the state of GA) used to say "OLD NO 7" (Old Number 7 - Jack Daniels). Now I like a cold Bud every now and then but endorse it on my state issued car tag - come on!?

And before anyone starts with the attacks - I do not work for the Sheriff's Department - never have, never will. I don't work for any government agency. I am not affiliated in any way with any candidate. I just think Babb is the better man.

I have just been around the county a LONG TIME.

I like reading GRITS' blog, I think he is one smart dude!

It won the Grand Marshal's Trophy and it indeed was awesome! You can see a small part of it on the Citizen's photo gallery (Cal would never show a full photo of it....he's still sore at the candidate's not participating in his forum. Although, I think Hannah is back in his good graces Eye-wink.)

About the "Gentlemen's Agreement"...may I suggest that you visit Babb's website (http://www.babb4sheriff.com/index.html). There's nowhere on his site for Q&A. Or better yet, as you already said, just ask him about the agreement.

I agree with you 100%!  Yes, Wayne Hannah has been at the Sheriff's Dept. for many, many years, but the truth is Hannah does not have the experience to be Sheriff.  Barry Babb has more experience in various areas of the Sheriff's Office.  Plus, Hannah only supervises a hand full of people, compared to the number Barry supervises.  At the forum, when asked what experience he brings that qualify him to be Sheriff, Hannah made some comment about being on a lot of committees.  Come on, committee membership will not protect this county.  As Barry Babb said about his experience, he's worked with the FBI, the GBI, he's served warrants in 3 states, he's been shot at, spit at, etc.  He has experience on the front lines. Also, regarding the issue about Hannah not asking Barry to stay on should he (Hannah) be elected, there has been some mention on these blogs that Hannah was waiting to see how Barry and Mindar conducted themselves during the election.  I feel very confident in saying that ANYONE who knows Barry Babb knows that he is very trustworthy, a very upstanding guy. He is not the kind of guy to sling mud...after working with Hannah for so many years, you would think Hannah would know Barry is not like that.Fayette County, for the future of our County...vote for Barry Babb!!
