Time to replace Wingo as tax commissioner

During the past 16 years, my opponent has developed a pattern of pushing the limits. Here are just a few examples.

A couple of days after the Brian Nichols shootings in 2005, and in violation of state and county law, Mr. Wingo brought a gun onto county property. When confronted about it, he stated that he was exempt from that law.

Over the years he has repeatedly tried to get the authority to grant tax abatements and refunds. Combining the authority to collect taxes and then to personally decide who gets exemptions or refunds has the potential of abuse written all over it. (To see the latest attempt, check the Board of Commissioner minutes of Feb. 22, 2007, and March 27, 2007. Especially pertinent are Chairman Smith’s comments).

In April 2008, the interim county administrator cautioned the Board of Commissioners about Mr. Wingo’s request to increase municipal taxes in order “to increase his overall compensation.” He currently earns more than $101,000 a year.

During this re-election campaign, in violation of state ethics, he used the tax office to distribute campaign literature. When approached about this, he said it was not campaign literature but rather it was only an announcement of his candidacy. (This despite the fact the material asked for the reader’s support and vote).

Even though state law prohibits the use of the “CPA” title by anyone not currently licensed, he has used the CPA designation on every piece of campaign literature, even though his license expired in 2005. He admitted that his license was expired but said, “I put that on my sign to show my level of experience.” (If you wish to verify this is not permitted, call 478-207-2440 to check for yourself).

It is time for a new attitude. We will provide improved electronic access to the tax office using web-based tools and forms, thereby saving gas, time and effort.

It is time for a fresh perspective. We will establish a senior citizen and exemptions advocate to assist senior citizens age 62 and over and eligible disabled veterans/taxpayers file for property tax exemptions; we will provide easy to read, large-font forms; and we will provide a separate area to maintain privacy and dignity for those needing assistance.

It is time for Linda Wells as tax commissioner. I would appreciate your vote on July 15.

Linda Wells needs to learn how to run a campaign. The only thing she knows how to do is put her opponent down. I'm tired of her doing this in this bid as I was in her past campaigns. She needs to focus on the job and her qualifications. George Wingo has been a GREAT tax commissioner. His office runs efficiently and goes out of their way to be helpful - also, the tax collection rate is close to 98% - which is REMARKABLE. Linda's comment that she would improve electronic access is ironic since she voted against credit card payments while she served as a county commissioner - a great service to the public. I will be voting for George Wingo on July 15 not only because he is the most qualified but because Linda Wells stoops to the lowest level trying to gain a public office.

Linda Wells does know how to run a campaign, and putting the facts out there regarding her opponent is part of it. Nobody has ever said anything about his employees not being helpful. If the property tax and tag offices run smoothly, it's because of the employees, not Mr. wingo, because he is too busy disputing every fact that has been ever stated about him.

Then if the office is running smoothly then we really have no reason to change... do we? Think of it this way; if we keep Linda out then we'll only be saddled with one county pension to pay until the hacks die of instead of two. Smiling

Save tax dollars and vote for Wingo. There... I can let go of my nose now.

Wingo is no prize. But, we gain nothing with Wells.

Do we really want to pay Wells 2 pensions? I think not let her "git" a real job. Maybe she can find a real job for Dunn too while she is at it.

Nice try in bringing up the credit card thing. I took the time to track this one back through the meeting minutes from several years back. Unless you are George, you probably were not even with the Tax office when this occurred.

Mr. Wingo wanted to provide this service and presented a resolution to the Board of Commissioners in 2003. It appears that ALL of the commissioners had questions about the details of the resolution. It was unclear, as written, how the credit card user was to be charged, what the fee would be and if there was any way that the cost would have to be absorbed by the Tax Office. If done that way there was the possibility that the cost of the use of credit cards would be subsidized by all taxpayers. When challenged, you George responded that he "would work out the details with the service provider".
The proposal was an obvious problem for all of the commissioners as the request was denied 5-0. The meeting minutes indicated that the board told Mr. Wingo if he could find a way to use the credit cards and have the costs absorbed by the users they would be happy to go forward. Mr. Wingo came back to the board with a proposal 3 YEARS LATER.! Now you want to claim that Wells voted against it. She voted not to go forward with a flawed plan. She and the other commissioners did so to protect the citizens from subsidizing a service that would be used by few. If he had presented the right proposal I think the board would have voted for it. If there was a delay in providing this service to the county it is entirely George's fault not the commission.

I have been following this steady stream of violations of the ethics and campaign laws coming from George. As I said in other posts, I am amazed that he is being considered a viable candidate at all, considering his willingness to flaunt and break the law.

I guess you consider negative campaigning to be whenever the opponent tells the unvarnished truth about your boss. Look, you seem to be posting all this stuff because you are worried about your job. Since you are brand new to this forum (judging from when you signed up) you are very likely George himself. Let's stick to the facts instead of trying to revise history to fit your purpose.

These sort of arguments about HOW taxes are to be paid, whether it be poll tax, property tax; by cash, by check, or by credit or debit card, always seem to leave out where such attitudes came from in the first place!
Now it is a simple matter to charge the customer or citizen for the use of a credit card when the credit card company charges the County 2% or so for handling the transaction---they also charge the citizen for it if not paid off timely. It can be done.
Now bear with me a moment on this, please!
I want to say something here that could be considered insulting to current citizens for past citizens sins, and I don't want to do that if I can help it.
A good way to keep certain people from either voting or owning property at one time was to make a charge that they found difficult to pay either because they had no money or because it had to be paid a certain way which might be dangerous or embarrassing.
Opening bank accounts in order to pay by check, or having sufficient cash at property tax time was very hard for some at one time in our history. So they owned little or nothing. That was acceptable for many in those days since power was centered elsewhere!
Those things aren't yet forgotten by some.
Also, for some the use of a credit card to pay some bills is thought to be tacky or cheap. Property taxes being one of them! Allso, county employees are required to know the credit card system, how to use the equipment, and to verify the holder of the card---something additional many do not want to do!
Plus, some think that if you must pay your taxes on credit, even for thirty days, it is sinful! Or worse, power that you shouldn't have!

It also cut the local banks out of loaning money for paying the taxes, where many times they would then be able to foreclose on the property for non-payment of the loan.

Change is bad it seems for some.

I own two credit cards (only because every place does not take American Express) and pay the total off in full each month upon receiving and checking the bill, whether the charge be $5.00 or $5,000.00. With one credit card I get travel miles and with the other I get cash rebates. I have enjoyed many vacation trips using the travel miles and cash rebate for extras. The days when there was a stignma attached to paying bills by credit card is long past. Savvy shoppers and businesses know this is a smart way to shop and save money. I definitely would pay my taxes by credit card if this service was available to me. It is the smart thing to do.

What is the Counties big hang up with not using Debit Cards etc. for payments? It's not that big of a deal to me, I'm an old school CASH and Check guy, but I know many that aren't.
