And Grace Caldwell’s manipulation continues

Now that Grace Caldwell has gotten rid of all the old management staff you can bet her and her henchman Mary Sterm will discover a “secrete” cache of money (reserve fund) to balance the budget and not have to raise taxes. Of course the money was there all the time and Grace knew it but acknowledging it before now would not have served her purpose in getting rid of the last of the old management. (Note: Grace will claim she did not know anything about this “secrete” fund but it is shown on page 3 and again on page 7 of the management and discussion analysis in the 2007 audit posted on Tyrone’s web site by the old management.) Now she can fund her expensive lawyers and pay her manager almost twice what the old one earned on an hourly basis without raising taxes. Keep in mind that that it is five days before the council meeting, see what happens on the 19th.

if you find the money, in my book, you are a hero!

"henchman Mary Sterm will discover a “secrete” cache of money (reserve fund) to balance the budget and not have to raise taxes."

I'm all for a savenger hunt for the money, but I think some of it was accounted for the other night.

You want a be Gracy.
The salaries and benefits in Tyrone are out of hand. 63 percent of Tyrone's bills are employees salaries and health care premiums. No jobs cuts and there is no place to get money but the taxpayers.

I am going to the meeting and hear first hand who will not cut jobs and benefits to avoid tax increases. We have 6 librarians, 2 police clerks, 4 town clerks, 2 recreation directors, and 19 policeman for a very small town. We need to find out what these people salaries are and how much we are paying for benefits. As citizens we are the employers and need to know what we are paying our employees.

Was it her "manipulation" that uncovered money flying out the door? If so then thank you Grace Caldwell. I hope she does discover "secret money" and taxes aren't raised. They're high enough and we may just be on the verge of finding out why. There seem to be lots of "secrets" in Tyrone waiting to be uncovered.

I think you are right, we are on the verge of finding out why our taxes are so high. That is the reason a select few, but very vocal, are digging Gloria and Grace. Anything to make them back off. It has taken several years to get to this point.

The ones being paid too much are squealing like stuck pigs!

I’ve noticed that rm.snell/shaquita are violently against any outside agency investigating Tyrone’s illegal pay-out of public taxpayer money. I wonder why? Could it be that they were involved? Barry & Valerie paid themselves $36,000 in vacation pay that Valerie told Council, Ex-Mayor Lee authorized. Lee has no authority to do that. Such pay-outs were not budgeted. What if Ex-Mayor Lee had authorized every employee to make such withdrawals, There would not be enough money to cover it. Let’s hear from the Ex-Mayor on this. I’m betting she did not make approved it.

According to the Tyrone handbook, the pay plan was adopted by council on May 1, 1997. But a review of 1997 council minutes shows that council didn’t meet until May 7. There is no mention in the minutes about adopting a plan.

Those officials present were Mayor Richard Santiago, Council Members Lisa Richardson, Ray Bogenschutz , Bill Stone & Ronnie Cannon plus Barry Amos & Valerie Fowler. Will someone who knows any of these officials call and ask if they knew of or approved a plan authorizing the Mayor to approve vacation withdrawals in large amounts not budgeted.

I do not know why you think I am violently opposed to the investigation. I say go ahead. I think you will find that the withdrawl was approved at the time. P.S. I think you will find that more than the two people listed withdrew their excess time.
While we are discussing things I would also like to mention to Oldbeachbear that the budget last year supported all employees and the insurance. There is nothing wrong with insuring your family. That is why many people work- The benefits. I also imagine that most of those that are insuring their family have money taken out of their checks for their families. Tyrone has an average amount of employees for it's population.
I do not think Mary is the right person for the job of investigation. I am waiting on the Forensic Audit. The audit should be conducted by an outside agency. I thought this was approved by the council in January. Where is it?

Do you know who were other employees that withdrew excess time and who approved the withdrawals?

No, the town paid 100% for the employees and their dependents.

All silent on the Western front regarding the audit.

Will you join us this Thursday in asking Council for an outside criminal investigation?

This is the last time I'm gonna do this with you. Everyone wants insurance for their families. Very few get 100% paid premiums for themselves, muchless their familes. Delta, no where. A chart was even posted showing that Federal employees pay theirs and how much, did you miss that? The Federal government pays more than most other bussiness.

The point is, Most of the taxpayers enjoy no such insurance. Some have none, some have it, but pay high premiums. It is nuts to make these people pay for something for their employees, they can't have for themselves.

Another thing, most companies now give you 10 paid days a year. You can use those for vacation, or sick leave. That keeps people from sicking out just to have the time off. What Tyrone has had is abbusive to the taxpayers. 3 weeks sick leave, plus 3 weeks vaction. Horse doo! If Tyrone gave them 3 weeks to use as they choose, sick or vacation, you would need less employees to cover the sick outs.

I have seen the employee hand book....no where does it say the Mayor has the authority to let them roll all these days over. If it ain't in the book, they can't do it.

People are crying and blaming people who are calling their hand on it. They should be whinning to their friends that broke the bank. They are the ones that called attention to it.

Barney and Thelma Lou will be the last to get to abuse the taxpayers like this. It doesn't matter if it turns out to have been legal or illegal, consider the well DRY. Party OVER

The town of Tyrone aside, my wife is a federal employee and they pay 100% of her health care and a nice chunk of the family's so maybe you should find a better chart.

So Tyrone benefits are on the same level as the federal
government.

That's not what I said, I was responding to obb's statement that the feds don't pay full medical for their employees. I don't know what Tyrone benefit's are, nor do I care.

I realize that wasn't your insinuation - I was just making a
observation on the whole. No neg on you.

there are some parts of the Fed gov that some still have it. For the new hires, it is being phased out and when your wife leaves, the person that replaces them will not have it. The problem in Tyrone is that someone has let the employees write the handbook so to speak...You have a bunch of people with small or fixed incomes that trusted their elected officals and town employess and they have been abused.
