Illegals on golf carts 2

Of course a policeman can stop someone on a golf cart who looks Mexican or South American. We are at war! We tap phones for goodness sake!
We all also know that they can't afford golf carts either and need a license to operate a vehicle.
My question is will the new Police Chief be authorized to arrest illegal aliens in PTC?
They should have "papers" you know.
If not, why not?

I had just finished my post on the original "Illegals on golf carts" and probably would have not used the word goofy for such a tongue-in-cheek post in a less frenzied moment. Well, maybe I would have. Regardless, it is a good one.
