US workers need not apply

Aircraft makers flock to Mexico

We don’t let them come here to work to protect US jobs, so Corporate America moves and builds manufacturing plants there, and closes US plants here.

So what is “Made In America” these days?

The article referenced by you indicates that the Mexican workers make $3.50 per hour currently. These are private planes.
If there were workers here who would work for $3.50 per hour, I expect the company would stay here.
I don't know about benefits but I expect there is also no comparison.
We subsidize Boeing and Lockheed and others here by paying them whatever they have to pay their workers. The very best of benefits are paid.
We haven't moved any military production to Mexico yet, but we are buying foreign made commercial aircraft now.
Remember, we eliminated our middle pay scale workers, leaving only the low scale, and the upper middle scale, and of course management.
It might be time for us to begin to hire someone from other countries to come here and do all of the work---just as Saudi Arabia and other oil countries do. There may be more Filipinos in Saudi Arabia and Kuwait than there are in the Philippines!
