Received an email notification that an amendment to this bill has been introduced in the state legislature that requires local school systems to accept students from an outside district whose school systems fails to meet accreditation standards. Sounds like Fayette County need to get rid of available space in the schools.

Maybe the Parents can sit in the seats, that will take up the space. I'm game... I know the City of Fayetteville, other local agencies better start hiring more officers, they are going to need more than 1 SRO at the local high schools. FCHS will get hit first due to the fact that is's the closest to the county line.

Students in Non-accredited and Failing Schools
Could Enroll in Other Districts
In light of the impending loss of accreditation by Clayton County Schools, a bill has been passed by the Georgia senate that would require public school systems to enroll students from other public districts or schools that are not accredited, on probation for accreditation or have failing schools.
Under Senate Bill 458, parents can opt to have their child attend another school within their school system, enroll and transport their child to a public school in another system or request a scholarship for a private school. SB 458 states, “if a school system or school loses or fails to attain accreditation, a student shall be entitled to attend another public school or receive a scholarship to attend a private school…the public school system shall accept the student subject only to space being available.” The same options are available to students at schools that have been designated “needs improvement” for seven consecutive years.
If this bill is passed and signed into law, Fayette County Schools may be required to enroll students from Clayton if the district loses its accreditation on September 1, 2008.  This legislation could have a monumental impact over time on Fayette’s school system if it is also required to accept students from failing schools. Unless the No Child Left Behind Act is changed, more schools will eventually evolve to “needs improvement” status over the years.
All students throughout the state deserve the best education possible and it is understandable that state legislators would want to provide a means for students to seek better opportunities if their districts or schools fail to meet quality standards. The Fayette County School System supports this endeavor but is opposed to systems being required to enroll students from other counties and subsequently forcing taxpayers to support the cost of educating nonresident students. Although the school system receives state funding for every student enrolled, it only covers a little over half the cost; the rest is paid locally by property taxes.

The bill states;

(2) Choose to enroll the student in and transport the student to a public school outside of the student´s resident school system which has available space, in the event of a noncompliant school system or school. The public school system may accept the student, and if it does, such system shall report the student for purposes of funding to the department...

The latest amendment that I see added the "available space" language. (Seay of the 34th).

I hope it's not changed. If so, there must be a way to distribute the 50,000+ students to surrounding counties rather than just a couple.

The liberal side of me says to help just like any American should. My conservative side says to help but be mindful of your son's education.

SB 458's wording is SHALL accept. That means we must accept the students.

This makes me so angry, but knew it was coming. Our schools, kids, parents, teachers, FCBOE, etc... have enough problems, now this will just add to the problem, instead of trying to find a solution.
My daughter has two years of high school left, and I am counting down the days. I guess I can delete the file I have saved with the Clayton Co vehicle tags that I have written down. Just like I have taught my kids, do the right thing in life and you will less battles to fight. Why didn't Clayton County do the right thing? I guess it leaves Fayette County citizens to fight the battle. Who is having to pay for this? Maybe this was Clayton Counties plan all along. If you move to a county, enroll your kids, pay rent or taxes, that's fine, you are doing the right thing. I hope FCBOE sends a bill to collect back pay for the extra students that will be enrolling in our schools. Great, more trailers will be moving in too. Again, counting down to graduation day 2010!

I got to believe there are some controls in place regarding the distribution of CC 50,000+ students to the various other districts. If not, OMG!!!!

Didn't you see this coming??? OMG is right... Are you counting the days until graduation as well? My blood pressure has not been this high since one of the last booster meetings I attended (you know what I'm talking about)! On a lighter note, is anyone planning coffee or lunch anyday this week? I would love to get together. We can talk FCBOE stuff.....

Even when our kids are out we're still tied to the problem as property owners that pay taxes. My fear factor meter is starting to rise to the "highly concerned" range. This is not good!!!!!

So, if I am reading correctly- if the school in Fayette County has available space Clayton County could enroll their child in that school- the parents would provide transportation. Would Fayette County get funds that would have gone to Clayton County schools?

To me, this would be alot of overcrowding in the schools, would they make us build more schools?

I have never had to deal with this as many probably have not.

There is a website for which any individual may review the contents of the amendment for themselves -- as all citizens should. But, you should take into consideration that a considerable amount of school funding comes from your local property taxes. The state's transfer of funds to our system would not adequately fund the new students and adversely affect the education of the resident students. Should Clayton Co. transfer a portion of their property taxes to cover the transferred students??

Our liberties are eroded bit by bit and piece by piece!!!

Fayette County schools are among the best in the state. They are that way because of the quality of our teachers, curriculum and physical plant that is paid for mainly (not exclusively) by the property taxes of our citizens. We should not be forced to become the solution for the problems caused by the Clayton County BOE. The Clayton BOE has been a disfunctional body for at least the last six or seven year and is the exclusive reason that its accreditation is in question. Passing legislation to "help" Clayton goes against all the principals of local control and serves to enable the Clayton County BOE to avoid addressing its problems. Whether you are from Fayette or Clayton, concerned, active local control of schools is the best method for excellence. No quick fix from the legislature; let the citizens of Clayton control their schools.

Like you, I'm well aware of the funding exercise. I would like to think that the "space available clause" will prevail and not change. If it does, it will affect my son's education. Without that clause how can there be any control of the number of students.

As for CC property taxes; don't bank on it. That great sucking sound I hear to the east are property values in CC going down the drain.

If this piece of crap legislation goes through, Fayette County schools will be inundated with the thugs from Clayton schools.

Call your Represenative, folks. Get this madness stopped before all of our home values go through the floor.
