Iraqi Government

Is there one?
Are they all there? Do they pass any laws? When is the next election? Do they all run at one time? Or, do the Shiia, Sunnis, and Kurds all run at different times? Is there a requirement for so many of each?
Are the Iraqi cities governed by Baghdad?
Who do they write the checks to: some local tribal leader?
Or does some army paymaster still go there and pass out cash---however much they need.
I know the found a half-million in American once in a tree hole.
How many jailed prisoners are there? Do they hold trials with juries of their peers? Do they still chop off hands?
Do they still just want a Caliph to run things until he get his head sawed off?
Are we ready to leave them at it?
I think not!
