The $1200 rebate

Now that car companies (and thus dealers) are now requiring a down payment on most new cars, it seems to me that much of the $1200 rebates that working people will get from George (borrowed from China) will now go to the car companies and the dealers for anew car (many of them Japanese).
How is that to kill off a recession, using the $1200 dollars to buy a $20,000 auto?
Now they are only $25,000 more dollars in debt (counting interest).
Sounds as if there is an election this year?

for lenders have asked for collateral since the beginning of the banking business.
To buy an automobile with nothing down one must assume that to do so would be in the dealers favor. There are exceptions such as zero interests and well qualified buyers taking advantage of the offer.
