County delays $3.9 million in pay raises

The Fayette County Commission took a deep breath and postponed any action Thursday night after hearing the results of a salary survey.

The survey done by the Carl Vinson Institute at the University of Georgia shows the county ponying up nearly $3 million in salary hikes just to be competitive with surrounding counties and businesses. The $47,000 study was the first comprehensive salary study done since 2000, said interim County Administrator Jack Krakeel.

Mark Knowles, who helped conduct the study, said the county could end up spending $3.9 million in salary raises if it wanted to be slightly ahead of the market.

If implemented, the adjustment could be a 10 percent boost to the county’s current payroll of $30 million for its 750 employees.

“What can we do to implement smaller changes?” said Commission Chairman Jack Smith.

Knowles suggested that after the county makes an initial adjustment to monitor the market more closely.

The commissioners said they would have to digest all the elements of the report before they could render any decisions.

One county department (maybe more?) was told that there would be no merit raises this past fall because of this study. So those who might have gotten even a tiny raise, based on performance reviews, did not. Then we were told that the raises would take effect in January. Obviously that is not going to happen either.

This board of commissioners is SO much better than the last, insofar as their care and concern for county employees (especially those in public safety). Most if not all of the employees really appreciate them.

BUT... morale is so very low, that no one would be surprised if the raises don't take place until July, or if only partial raises came now, with more later.

The morale is not the fault of THIS BoC, but it takes a long time to have faith restored as so many years of poor treatment.

It's not always about just WANTING more but about NEEDING more to survive. I've been a loyal employee to this county for eleven years and have been living in this county that entire time paying taxes and everything else like you. I think what bothers me is that the county spent all of this money to do the assessment, we spent alot of our time (at least I know the people in my department did) filling out the assessment with detailed answers as to our job responsibilities, duties, etc., and were told we'd be informed of something by October. Well, we're just now finding out what their suggestions are and now their suggestions are being put off or scoffed at because obviously there are a lot of us doing a lot of jobs for less money than others around us.

The other problem I have with this arrangement is that it was all being put off until the county figured out what they wanted to do with the retirement. Don't get me wrong, I plan on retiring with this county and I'm glad they're looking at the retirement, but I just wonder if they didn't have too much on their plate all at once. Then, like the person before stated, we did get our "evaluations" but we didn't get any type of merit increase with it because once again the county was waiting to see what happened with the assessment and the retirement. So, now the assessment is done and we're still not getting anything because their suggesting too much money in raises bascially.

It's like Iminsho said, the previous BOC's caused these problems but we're depending on the current BOC to fix the problems. I will continue to faithfully do my job for the county because that's who I'm loyal to, Fayette County, and have been for eleven years. It's not a matter of whining, it's a matter of only expecting to get what you've been told you'll be receiving. So, even if it's not the suggestions of the assessment that we get than we should at least get what we've earned according to our evaluations. But, it probably will all be put off until July and they'll find some way then to roll the COLA into all of it as well so they don't have to pay out that much more.

I think it's just a little disheartening for those of us that have been and will be with the county for the long haul, for good or bad, because we are expected to operate above standard due to the county we work for and we (or at least I) do that proudly and I think it should at least be recognized with our merit increases not being witheld any longer. I think the assessment and the retirement restructure and other things were just all too much to be promising all at once and now it's all come to a head and it can't all be done at once.

Can someone please tell me why all of a sudden when I blog it puts it in three times? I'm really sorry for this, I know it's frustrating and takes up a lot of space and I don't want anyone to think I'm doing it on purpose. I only hit "post comment" once so I don't understand why it's doing this. Any suggestions (be nice)?

When you hit the post button, make sure you only hit it once, sometimes it takes a minute for the site to catch up, and if you hit it multiple times, you post multiple times.

Who's b*tching? Not me. I love my job. I love working in the same county I live in, helping my neighbors. I am a long-time homeowner and taxpayer in this county. I took this job knowing exactly how much it pays, and I don't necessarily *need* a raise, personally. I took this job knowing that I'd be working, ultimately, for the taxpayers via their elected officials. Does that mean I (or my colleagues) shouldn't have our pay brought up to the level of comparable jobs in comparable areas?

As far as your statement: There are plenty of out of work people who would love to take your place.

They may want it, but that doesn't mean they'd be able to do it. Many apply... relatively few can even pass the first job-specific test, because Fayette County has such high standards (that's a good thing). Of those, some don't make it through training (often because they find the job to be much harder to learn than they expected, and/or can't handle it physically and/or mentally). Also, the pay is barely enough to support a single person on (and the job doesn't lend itself well to having a 2nd job).

The turnover rate is fairly high (though lower in Fayette County than elsewhere), so they're welcome to apply, though. Our department hasn't been fully-staffed for more than a few months, in YEARS.

The last group of commissioners set back the county employee moral so far that the current group better consider doing more to regain it.
If you want quality, you got to pay for it. Otherwise, you're going to see them start leaving left and right. Then all you will have left are the ones that aren't employable anywhere else.

Pay now or pay later.

Will this include the bus driver's? Aside from the cost of living that was eaten up by increased insurance cost, been there 4 years and no raise - it'd be nice for the bus driver's as well.

Bus drivers are employed by the Board of Education, not the Board of Commissioners, right? So this would not apply.

Of course they need to take time and digest all of the elements!!!! Why not? County employees aren't in any rush to actually get paid the correct amount of money for the numerous jobs they do!!!!
