Infrastructure money in Iraq

Soon, we will have spent in Iraq about as much money as it would have taken to repair our internal infrastucture in the USA! About a trillion, in just a few more years.
Sadly, much of it has been destroyed by terrorists, or isn't working due to blunders and lack of technicians and engineers. Needs anothe trillion, I'm afraid. I don't know what has happened to the oil sales money from Iraq that the Penatagon (I won't use names here) said would pay for Iraq's re-structuring.
Just who is getting it? Kurds, Shiites, Sunnis? Halliburton?
