The Border and New Orleans Guards

Crime in New Orleans, especially murder is awful! The Mayor speaks about once per month about how he is going to crack down on it and stop it.
Isn't the National Guard still there? Didn't he ask that they stay? What are they doing, anyone know?
Also, aren't the Guard on the Mexican border somewhere? I think the intruders have moved somewhere else to enter the USA and maybe the Guard didn't go there yet? Usually when the Marines or the Guard are called upon, it is to quell a disturbance, and soon leave.
It's not happening in those two places nor in Iraq!
Third world countries do this.
