What's Up With Traffic Light @ Peachtree Pkwy & Kroger?

Does anyone know what's going on with the traffic light at Peachtree Pkwy and World Drive (Kedron Shopping Center)? Last week the light seems to have stopped working properly, and there was a yellow flashing light for cars on the Parkway, and red flashing lights for cars coming out of the Kroger parking lot. Today they have stop signs up, making it a 4-way stop. There didn't used to be a light there at all for a long time, and traffic is really backing up on the Parkway, especially with cars turning left onto the Parkway from Hwy. 74. I don't think that this is an intersection that works well with a 4-way stop.

I bet I know what the problem is- That is the only red light in the city that is owned and operated by Peachtree City. According to City Hall, when it resets the city has to call an independent contractor to fix it - and their calls to get one have not yet been answered. I guess we have to pay a special contractor a lot of money to flip a switch. Yet another impressive use of our tax dollars.
