Incentive?

I noticed where Mayor Franklin of Atlanta has replaced her second in command (operations officer).
As I understand it, the operations officer allowed the credit card charges to the city, including some in her own office, and also was responsible for trying to install a new computer system for the city, which is now 40% over budget.
You would think this lady would be in the market for a job now, wouldn't you?
No, she was transferred to a new job as the co-ordinator for Atlanta's green-house gasses! Probably with no pay cut.
What incentive does any Atlanta official have to do well?
Ms. Franklin has been mentioned as a good vice-presidential candidate. She and Ray Nagin, and Mr. Campbell, could do
wonders for the USA, don't you think?
On the other hand, AG Gonzalez, Karl Rove, Don Rumsfeld, and others didn't do so well either, did they?
What are we to do?
