Not illegal money as some always trumpet, but instead about tax revenue. Every administration inherits debt from the previous one and they look for ways to "make things better" Can't be done, but they try. All you are seeing now is Harold's attempt.

What homeowners want is irrelevant once a politician is elected and impowered.
