Lowe’s out, Kohl’s still in for Hwy. 54 W.

A plan for a shopping center on the south side of Ga. Highway 54 West in Peachtree City has one less big box retailer now.

Capital City Development has dropped the proposed 135,000 square-foot Lowe’s home improvement store from its plans, but an 89,000 square-foot Kohl’s Department Store remains on the drawing board.

Along with a 50,000 square-foot building, the total square footage of the McIntosh Village South development is 182,600.

Neighbors told the Peachtree City Planning Commission Monday night that they still opposed the project, with some arguing the big box concept wasn’t the right fit for the parcel, which extends along the southern side of Hwy. 54 between Planterra Way and MacDuff Parkway. The neighbors said Capital City has been very responsive to making suggested changes.

Doug McMurrain of Capital City Development said one resident’s idea will be implemented on the architecture of the Kohl’s store: using old-fashioned store display windows to provide some variety on the front of the store. There are also three different golf cart parking areas that will be directly in front of the two big box stores.

Another change requested by residents was the elimination of an access road that was on the first version of the plan, tying the shopping center to Planterra Way.

Still, some residents told the commission they were worried mainly about how the development will worsen traffic in the area.

The 14.2-acre parcel is already zoned for general commercial use, so it will be developed in some way, McMurrain said.

The commission did not vote on the concept plan for the shopping center as the topic was hashed out in a less formal workshop environment.

Because of the development’s size, it will require a special use permit from the City Council under the city’s big box ordinance. This will be the first time a developer has sought such permission from the city, and that decision is left to the discretion of the City Council.

McMurrain said he hopes to attract a sporting goods store such as a Sports Authority or Dick’s Sporting Goods in addition to a Home Goods store. McMurrain said he would ask the companies to use their smallest store plans, so it could be that the 50,000 square-foot building ends up being smaller in real life.

McMurrain said he wants McIntosh Village South to have the same look and feel as The Avenue shopping center with architectural elements such as outdoor patios and fountains and brick walkways. Capital City is hiring the same company that did the outdoor design for The Avenue projects, he added.

Also, McMurrain said the company would “enhance” the buffer along Planterra Way.

As to the shopping center’s affects on nearby residents including those in the Cardiff Park subdivision, McMurrain made a pledge at the meeting.

“You’re not going to see it, smell it or hear it,” McMurrain said, adding that even the lighting will be controlled and landscaping will be enhanced along the residential area to screen the view.

Another of McMurrain’s ideas is to control the hours in which trucks can make deliveries and pick up trash.

Tim Lydell, president of the Cardiff Park homeowner’s association, said the current plan is “miles better than the first plan they put up,” but still the association is not in favor of the project because of the big-box-sized Kohl’s.

Big box stores bring traffic and may ultimately cost the city more in services than it brings in with tax revenue, Lydell said. They also cause traffic problems, he added.

Lydell noted that big box stores were not included in the overlay district that was planned for the Hwy. 54 West corridor.

“The general consensus is that it’s in the wrong place,” Lydell said. “It backs up to a residential area.”

Planning commissioner Patrick Staples said he noticed several pluses that will help McMurrain support his argument for the big box special use permit from the City Council.

McMurrain, who also oversaw the development on the north side of Hwy. 54, noted that the landscaping along the highway is not in yet but it will look nice once completed. That project is about to go out to bid, he said.

Well, I can't say I particularly want a Kohl's, but I sure am glad Lowe's is out! As much as I love competition (lower prices, etc.), there's simply no reason to have two large home improvement big boxes here. But then a sporting goods store replaces it? Come on! The developers are trying to kill us!

I agree that both stores are probably not needed here but I would prefer at least one of them with a full inventory. The 80% HD we got annoys me to no end.

You can't go to our HD and buy all the items you need for most home improvement projects.

As examples, I went to the HD to get all the wiring I needed for a hot-tub. They had the four strand #6 wire I needed but not the water tight connecters. The sales person was nice enough to tell me that the Newnan or Fayetteville stores stocked them and I could drive there to get what I needed, "We're just an 80% store". I went to ACE.
They sold hot-Tubs but didn’t carry 250 Volt GFI breakers that almost all hot-tubs require.

They sell the Dewalt angled finish nail gun but not the nails that go with it. The sales person tried to tell me that the Passload nails would work until I told him to try to load them. Then it was, "Well, they told us they would work", different angle.

From what I've been told, Wal-Mart wouldn't come in unless they could build a "Super Store" and that left to little available build space for a full size HD. I guess no one on the planning department thought to ask.

I have avoided all your trials & tribs by vowing to never shop at either store. I have beseeched all that will listen to follow my example. Everything I have needed I have found elsewhere or in Newnan or the 'ville. If you go to Ace or True-Value you don't have to walk as far or wait as long in the line. They shouldn't have been built until THEY fixed the road & bridge.
As far as Lowe's being out...It will be out over thar. Meaning at 54/34/Fischer or down by Rockaway.
I still don't understand why we need a Lowes, a HD or a Wally every 12 mi but again, I'm not a billionaire Marcus or Walton. The women don't seem to complain about having a Publix across from a Kroger every 5 mi.

PTC Winning the War Against Trees!

I don't suppose this low-end, low class store could fit into the empty ugly shell of Braelin shopping center? Oh wait, wait...I was using common sense again...ooppss....sorry. I lost my head....then it would be difficult to kill more trees......my bad.
It is better to have that empty ugly shell available for the inevitable pawn shops, and adult "book" stores. Classy, really classy.

On the positive side maybe Autreys can open up a PTC gun range in Braelin.

Kohl's?? Doesn't granpa Murray have enough cheap cheesy stores here to lure the sex offenders who want to set up a "date"?? We need a kohls now too??? Can't the SWAT team keep setting up drug deals at wally and call it a day? They need another low-end hopeless store? Can't the police be satisfied with the low-end trash stores we have now?? Give and inch and they take a mile!!

this continued and now, it's as though all are ok because we have some in place.

These retailers feel they have to be at your front door to get your dollar, when in fact from 54/74 there is a Kohl's approx 10 minutes in either direction.

Before approving new retail, PTC should sit down with owner of Braelin Shopping Center and address the fact that nearly half of the mall is vacant.

The developers have to realize they have an important part to play in this cities future or demise.

I can tell you that a few smaller retail spots are open. It is not nearly half empty. I counted about 6 slots between K-Mart and Kroger. I only saw 2 slots from Kroger to the other end. The mismanagement of Ginza's new owners is still haunting that building. I frequent this center, as I can get there quickly on my cart. I think a face-lift by the owners would do wonders, but they must be happy with the rent it is producing, sad to say.

None of these slots are suitable for a retailer the size of Kohls (thank goodness). I see Kohls as bringing NOTHING to the table for Peachtree City.

Kohls is a loser for the city. Brealinn having empty spaces is bad, but you hit on the solution. Ginza is the solution. Put your real estate hat on, Donna and go get Walgreen's to buy Ginza. Drug store there would work.

Sure, some will poo-poo that by saying Kroger's has a deed restriction on drug stores, but guess which year that expires? Go ahead- guess?

Mayor Logsdon and his crew are stealing the soul from Peachtree City! More big boxes, more traffic and more crime, yet the mayor doesn’t care one bit. We can go to the Kohl's in Fayetteville for crying out loud!

The police have to unionize, the Fire Chief is shoved out of office and big boxes are coming even though the citizens said we didn't want them and have a law to that end. Our families lose and the developers keep racking up victories.

What citizens said they didn't want Big Boxes? The ones (few) that post here? How about the "majority" of the citizens that voted for the Log-man? You know...all you ABBB (AnyBody But Brown), you are reaping what you sow.

Doesn't anyone care that the Lowes will probably be built down the road @ Fischer? OR, if I was them, I'd build out at Rockaway before HD gits to Senoia. Anyone monitoring all that development on Fischer? Why isn't anyone caring about the new Super-Wally at 154 (Sharpsburg-McCollum) @ I-85?

No one cares about super-wally-we-treat-our-employees-like-dirt, becaue it is a great place for cops to catch drug dealers. Having a wally in your neighborhood is actually a community service........the parking lot of this king of cheap is a great place to trap druggies, and sex offenders.

I actually could care less about any con-jestion at 54/74 or at 74/I-85 or 74/GA-85 or TDK & Dividend. I can git to every place I need to by a back way or a non-scewedup or a cart path.

Planterra and Cardiff were industrial. These people got to buy their houses way under the market price because of where they were - or at least the builders were able to buy their lots at a bargain-basement price - $40,000 on the golf course if my memory is accurate.

Now they have their mini-mini-mini- mansions and opinions. Some even ran for mayor and some others supported him. Some may do it next time.

The die was cast when Walmart was built-I can't believe its taken this long for the area to start being developed. Have you ever seen a Walmart out in the middle of a field? Realize what the area could look like and be glad the developer is willing to work with the community. It's inevitable for the area to become commercial so quit whining. I've lived here since 1969 and it's been a series of changes and will continue to be. Lowes would have been good-it'll just be built a mile down the road-much better than Home Depot.

That area is one I always take visitors to when they visit. That and the park down my street at Lake Peachtree and Battery Way.

I'm not against growth just to be against it, but I see Kohls bringing NOTHING to the table for our fair City.

Instead of Applebees, make it a:
HOUSTONS / Cheescake Factory

Instead of TGIF, make it a:
Maggianos

What about a Borders Books, Brookstone, Guess, Coach Store, Abercrombie, etc etc...

please do not add big boxes/stores that Faynan already have.
At least let ONE south side community keep some dignity and class...

I would like to see a domed baseball stadium here in PTC. Build it and they will come. Also, a domed football stadium. No parking--just a stadium. Run buses from Newnan. Bull Fighting......no.
Also, if we had a Leaning Tower of PTC to attract tourists, we then could build a Hilton or Trump Hotel, with Paris Hilton as the Concierge!!
An Indian gambling Casino (The McIntosh, there must be a few Creeks left around here somewhere, who are one-eighth Indian). A permanent Circus (Canadian-French) would be of great help.
About as realistic as not adding big boxes!

When people take pride in what they do or what they have, it's always hated by those who do not share the passion. It's funny on this board. It's the same people that do nothing but "hate" no matter what the subject is. Let them build whatever crap you want in YOUR back yard. I really don't care. But PTC residents moved here for the quality of life, good schools, low crime etc ...not to please big boxes. Keep on hating those who enjoy their life... maybe someday you can learn to be happy too...
