a secretary for the code enforcer Tyrone DOESN'T HAVE?

Last night, Tyrone's two counselMEN voted FOR a secretary for the code enforcer. The counselWOMEN objected, and had to point out that we don't have a code enforcer!

This is like the chicken and the egg. Which comes first? You can't hire an enforcer until they get a secretary---wouldn't be prudent.
You can't hire a secretary until you have an enforcer----wouldn't be prudent.
Anyway, code enforcers are lonely people everywhere I have ever been. Nobody want them to write up stuff.
