Women charged in bizarre enticing children case

Two women were charged with enticing a child for indecent purposes in an Oct. 11 incident at Palmetto Elementary School. The mother of one of the students and an acquaintance were arrested the following day by Fulton County School Police after reports that they had two second grade girls urinate in cups in a school restroom. The reason the incident occurred is not known.

Stephanie Jean-Noel, 30, of Palmetto, and 20 year-old Ashley Graham, of Atlanta, were both charged with enticing a child for indecent purposes, according to Fulton County School officials.

The incident was revealed Oct. 12 when an irate parent contacted the school, stating that on Oct. 11 a “dark skinned female” and a “light skinned female” approached her daughter in the restroom, according to a school police incident report. The dark skinned woman asked the girl to “pee in this cup for me,” according to reports. The little girl complied. It was later noted that the woman placed the cup in her purse, officers said.

A search of school sign-in records and discussions with staff revealed that “S. Noel” had visited the school during the time frame the girl had indicated to her parent. School police contacted Jean-Noel, who said she had been at Palmetto Elementary Oct. 11 and that she had used the restroom and had applied something to her daughter’s shirt, reports said. Jean-Noel also admitted having her own daughter urinate in a cup while in the restroom, officers said.

Jean-Noel told officers she had been accompanied to the school and the restroom by Ashley Graham, who witnesses described as the “light skinned lady,” reports said. In conversations with officers Graham stated, “I did, I asked the girl to pee in the cup.”

After subsequent conversations with Jean-Noel it was determined that she had asked another second grader other than her daughter to urinate in a cup, officials said. Both Graham and Jean-Noel were charged with enticing a child for indecent purposes and transported to Fulton County Jail.

The motivation for incident is unknown, officials said.

These women OBVIOUSLY chose the wrong place for their clean urine sample; it is definitely inappropriate to ask a child to urinate for you, but the "motivation for the incident" should be obvious: they had to pass a drug screen, and couldn't pass it on their own. If they were really perverts, they wouldn't have asked the girls to pee in a cup; they would have preferred to watch the children, right?
