"Jalian Andres Garcia, 23, of Mexico for driving while unlicensed."

Is he documented?

You will never know. Our cops do not check that. If they arrested an illegal alien they wouldn't know what to do with them. If he said his name was Abdul Saddam from Iraq, to the policeman, and said he was looking for the nearest fertilize and kerosine store, and driving a rented truck, he wouldn't be arrested! What would Sheriff Randal do with him? The FBI wouldn't want him, the INS wouldn't want him, nor would they pay for his keep. Anyway who would roof the houses and pick the vegetables in the Governor's home town?
