Why must we pay to recycle?

I am concerned with the fact that people that live here must pay to recycle.

My family and I are new to the area and do not understand this concept. I have not met anyone who recycles because they must pay.

I think everyone should recycle for free because we are helping the environment. Is it possible for either the city or for trash collection companies to provide this service? Thank you for taking time to read this letter. I hope you will take this under consideration.
