City studying raising impact fees

Builders could soon face a steeper price to build homes in Senoia.

On Monday night, the City Council got an update on its impact fee program from Bill Ross of Ross and Associates. Ross helped the city start an impact fee program and told the city of its yearly obligations in continuing the program.

The city is currently completing its Capital Improvement Element (CIE), which outlines the programs impact fees can fund. The city’s three area are police, parks and library. Ross reiterated that parks and library impact fees can be charged to residential development, since commercial and industrial developments really don’t have an impact on those two areas.

But with the city’s new library and complete renovation of the city’s park in the works, Ross said the CIE has to be modified to reflect the changes. He also noted the city’s total impact fee per home would increase from $1,574 to $2,036 to help pay for the park and library.

City Councilman Bill Wood also wondered about the police portion of the impact fees program and Ross said that can be reflected each year in the CIE.

“If it shows that you’re inadequately underserviced for the current population, you have to fund that through another way besides impact fees,” he said.

Ross said this year’s CIE would be ready for a public hearing at the July 17 City Council meeting.
