Palmetto considers 100-acre annexation

Palmetto is on the way to making its first acquisition in the summer of annexation. The city’s Planning & Zoning Board Monday voted to recommend the rezoning and annexation of 98 acres along Ga. Highway 154 for the potential development of a 144-unit subdivision.

Representing the owners of the Hugh S. Johnson estate, Scarbrough & Rolader Development’s Donna Black said the 98-acre tract is situated at 8575 Cascade Palmetto Road, immediately north of city limits on the west side of Hwy. 154 and immediately south of Johnson Road.

The rezoning portion of the proposal requests R-1 Residential Zoning (Conservation Subdivision/Open Space Development Overlay District). The proposed development would include 40 acres of open space, Black said. She said the potential development will include homes on one-half acre lots with prices from the low-to-mid $200,000 range and a minimum of 2,100 square feet. Black added that her company would not be the builder.

Fulton County initially turned down the proposal, but came back to approve it once the estate agreed to a 100-foot buffer and subdivision access via Johnson Road, Black said. Plans call for the second entrance to intersect Johnson Road approximately 400 feet from Hwy. 154. That section of road will be paved by the developer, she said. In addition, a 10-inch water main will be laid along Hwy. 154 to the subdivision.

Addressing board members, City Administrator Bill Shell said the city would want the water main for the proposed development to tie-in to the existing water lines at Carlton Woods subdivision which sits at the southwest corner of the 98-acre tract. Board members suggested that access to Johnson road be further west to avoid a possible bottle-neck at the Johnson Road/Hwy. 154 intersection.

There are currently several lots in unincorporated South Fulton situated along the west side of Hwy. 154 that sit on either side of the proposed developments access area along the highway. It is not known at this time if those properties will seek annexation.

Planning & Zoning Board members voted 4-0 to recommend the annexation. The measure will be considered by the city council at the July 6 meeting.
