Shopping center annexation up for vote Monday night

Peachtree City’s planning commission is expected to vote Monday on an annexation request that would allow a 177,000 square foot development in the unincorporated county to receive sewer services.

The annexation request is only a small chunk of the overall 80-acre site located in the unincorporated county. The development as approved several years ago by the Fayette County Commission will be at the intersection of Ga. Highway 74 and Redwine Road.

Southern Pines Plantation wants the property annexed, with just under four acres rezoned for a commercial use and the remaining acreage rezoned as open space where it will be donated to the city for a future expansion of Meade Field.

City planning staff, however, is recommending that if the tract is annexed, it should be rezoned to an office use. In a memo to the planning commission, interim Community Development Director David Rast notes that the proposed annexation is actually on land that is designated as open space on the plan approved by the county commission in December 2000.

The commission’s vote will be one of recommendation only, as the power to annex and rezone property rests solely with the city council.

In other business, the commission is being asked to recommend a ratification of the annexation and rezoning of two massive tracts of land in the Wilksmoor Village. John Wieland Homes owns a 379-acre parcel that was approved in May 2007 for 475 units under an R-70 zoning. Brent West Village owns a 403-acre tract that was zoned for an age-restricted development for adults ages 55 and over with up to 650 residential units including up to 539 single family detached units and 111 courtyard units. The Brent West Village tract was also approved by council in May 2007.

Both parcels are located to the north of the existing Centennial subdivision off MacDuff Parkway. The Brent West Village tract is furthest to the north and abuts the city limits of Tyrone.

The rezonings touched off some controversy because had they remained part of the unincorporated county the density would have been with minimum lot sizes of two acres.

A court battle over a technicality of the approval has delayed the projects, along with the slowed economy. The companies are seeking an affirmation of the rezoning and annexation so they will be allowed to proceed.

Both companies are also required to work together on construction of the extension of MacDuff Parkway to the north where it will link with Old Senoia Road. That involves construction of a bridge to span the CSX railroad line.
