Commissioner Horgan, for a long period of my adult life, I had the honor of serving as a infantry officer in the U.S. Army. Until retirement, the rest of my adult life was spent as a drug and alcohol rehabilitation counselor for a Fortune 500 company. One of the first things an officer learns is that you lead by example. In my humble opinion, sir, your example is a bad one. All humans make bad choices at times. We then try to correct our mistakes and learn from them.
