Fayetteville to discuss wellhead ordinance, cemetery sidewalk projectTue, 05/05/2009 - 3:06pm

Fayetteville City Council members are expected to adopt a wellhead protection ordinance at the May 7 meeting. The board will also consider approval of the cemetery sidewalk project along Stonewall Avenue and the appointment of Vicki Turner to the Main Street Tourism Association Board. The council will hear the second reading of an ordinance that creates a new district called the wellhead protection zone that identifies and describes potential pollution sources in the area surrounding city drinking water wells — the Manassas and Veal wells — in the vicinity of Gingercake Creek. The wellhead ordinance is recommended by Georgia Environmental Protection Division (EPD). The wellhead protection program was established to provide technical assistance and develop protection plans for ground water users in the state, Director of Water Rick Eastin said in an April 3 memo. The plan developed for the city will be adopted as an attachment to the ordinance. Enforcement of the uses is the responsibility of EPD. Potential pollution sources in the area of the wells include sewage pump and treatment stations, the old solid waste landfill and current waste transfer station, sewer lines, above ground and underground storage tanks, utility poles and electrical transformers. The ordinance would establish that waste treatment facilities be operated in accordance with permit regulations, comply with all applicable standards and develop and adopt a contingency plan to deal with emergencies. Also at the meeting, the board will consider approval of a $350,000 federally funded cemetery transportation enhancement sidewalk project on both sides of Stonewall Avenue in front of the cemetery, from Tiger Trail to Ga. Highway 85. The project, with a 20 percent local match, will include brick pavers, benches and pedestrian lighting. The work follows a complementary project on Lanier Boulevard completed last year. The cemetery trust fund currently has more than $40,000 available for the project. The project is estimated at $350,000 with $33,490 to cover the cost of project management, conceptual layout and planning, right-of-way location and topographic survey, concept report, right-of-way plans and easement documents, construction plans and permitting. Finally at the meeting, the council will consider the appointment of Vicki Turner to the Main Street Board to fill the seat vacated by Suzanne Hatlee in March. login to post comments |
