Senoia council members are considering changes to the solid waste ordinance as it relates to the location of trash containers and how long they can stay streetside before and after trash pick-up. Mayor Robert Belisle asked the council to make suggestions and forward them to city administrator Richard Ferry. Ferry at the Jan. 26 council meeting said the recommendation for reviewing the ordinance came from the city Planning Commission. Under review are amended ordinance sections based on portions of the Solid Waste Ordinance used by Griffin, Ferry said. Up for consideration by the council are sections on outside storage of residential solid waste and curbside containers and the time and placement of containers. Responding to a question by Belisle, Ferry said the placement of trash containers and length of time containers are left by the curb are probably not a big issue, though there are some occurrences. He said a review of the issues could lead to keeping the city cleaner. Ferry said theproposed changes under review had been addressed several years ago but had not been implemented. A sampling of the considerations for outside storage and curbside containers includes the provision that all waste must be bagged and placed inside the container and that containers should be kept in a rear or side yard and outside of fenced enclosures where animals are kept. Regarding the time and placement of containers, the proposal stipulates that they should be placed in front of the residence not earlier than noon on the day prior to the scheduled service and should be removed no later than noon on the day following pick-up. Council members briefly discussed some of the issues, offering a number of considerations on the proposal. Belisle asked council members to make additions or deletions to the proposed wording to see if an agreement can be reached.
