Can't we stop this madness?

Why can't we pick the next President of the USA in a similar fashion to the Mother country of our government, England?

If the current leader gets into trouble or after a given period of time, is voted down in congress (lack of confidence) then it is already known who the new leader will be--one of two people from the two parties at the next election.

The parties pick their leaders themselves.
The Congress is of course elected as they are now.We do not need a King or Queen here.

The current system is supposed to flush out the best candidate available for each party. It lasts about two years and costs a billion dollars.
