Senoia approves $97,000 change order

The Senoia City Council reluctantly approved a large change order to help the expansion of Winpak Films continue.

In a special called meeting Monday night, city administrator Richard Ferry explained the dilemma the city faced. Ferry explained the city agreed to pay for infrastructure improvements, including a new public access road and road improvements to Howard Road.

The city originally estimated the project to be nearly $300,000, but a bid was accepted for $217,000. Since the project began, Ferry said the company has discovered unsuitable soils as well as a difference in the amount of fill dirt needed for the project, which resulted in a $97,000 change order.

Ferry told the City Council the funds could be used from Special Purpose Local Option Sales Tax funds, or the contract could be cancelled.

If the contract is canceled, the contractor is usually awarded profits and credit for work completed, which could cost the city more than $50,000, said Ferry.

He added the city is expected to collect a total of $3 million in SPLOST proceeds, and the $97,000 can be funded out of the $710,000 allotted for transportation improvements.

The Council voted unanimously to proceed with using the SPLOST funds.
