$250 million shopping center on PTC’s west border moves toward OK

The quarter-billion-dollar Fischer Crossing retail development just west of Peachtree City may be close to getting its stamp of approval from the Georgia Regional Transportation Authority (GRTA). That’s the final big barrier to beginning construction at this point. Coweta County has already approved the project.

Current plans for the development include a 14-screen movie theater and a Sam’s Club about a half mile from Peachtree City’s western city limit.

GRTA’s final notice of decision on the Development of Regional Impact (DRI) application by Seymour Land Development & Construction for 770,000 square feet of retail and office space on 110 acres could be delayed beyond the May 16 decision due date.

GRTA Communications Director William Mecke said Monday that some aspects of the proposal will be changing. The developer will be submitting a new site plan which GRTA will review and make a decision on, Mecke said.

Seymour had been using an older site plan that included items such as a loop road that the county said could not be used, Mecke said.

Contacted Tuesday, developer Scott Seymour was optimistic, saying his company has agreed to all GRTA’s recommendations for the project.

GRTA recommendations to date for the DRI notice of decision includes a number of on-site and off-site conditions.

Completion of the $250 million development featuring 770,000 square feet of retail and office space is expected in 2012.

The total project area is 110 acres distributed among three quadrants of the intersection of Ga. Highway 34 and Fischer Road, according to the DRI application.

The northeast quadrant is a 47-acre tract that will be developed with 300,000 square feet of retail and office space, including the movie theater.

The northwest quadrant is a 22-acre tract that will be developed with 170,000 square feet of retail, including a Sam’s Club, a CVS pharmacy and 9,000 square feet of restaurant space.

The southwest quadrant is 41 acres that will be developed with 300,000 square feet of retail space.

Though the project comes in at 770,000 square feet, Coweta County has approved the site for up to 900,000 square feet.

A sampling of on-site conditions require shared access driveways along Hwy. 34, require that the placement of driveways on Fischer Road must be at least 500 feet from Hwy. 34 and that no out-parcels will have direct access onto Hwy. 34 or Fischer Road.

On-site conditions also require sidewalks at all driveways and intersections, along both sides of internal roads and along all property frontage on Fischer Road and Hwy. 34.

Off-site conditions for the DRI apply to Hwy. 34, Fischer Road and Ga. Highway 54. Conditions require a number of traffic improvements, including the addition of turn lanes on those thoroughfares and those as far away as Planterra Way and Huddleston Road on Hwy. 54 in Peachtree City.
