F’ville to swear in rare new member

The first meeting of 2006 for the Fayetteville City Council will be the first for newly elected Post 5 Councilman Paul Oddo who, along with returning council members Larry Dell and Walt White, will be sworn in.

The council will also conduct a public hearing on the first reading of a proposed rezoning that will result in the development of Grove Park subdivision on Ga. Highway 314.

The rezoning request, submitted by developer Scarbrough and Rolader, involves the redesignation of approximately 19 acres on Hwy. 314 from C-3 to DR-15 to allow for the development of 60 single-family detached homes to be marketed to persons 55 and older.

The proposed DR-15 zoning is a higher density residential development than the Clairmont and Neal’s Trace communities behind it, according to City Planner Eldridge Gunn, but it is a less intensive development than what could occur under the property’s current commercial zoning.

Agreeing with city planning staff, Planning and Zoning commissioners approved the request Dec. 6.

As the request worked its way through the Planning and Zoning board over the past few months it met with significant initial opposition from residents of neighboring subdivisions.

Residents expressed concern over issues such as stormwater runoff, traffic flow and the size and pricing of homes. Some residents said they would prefer a commercial development at the site.

Developer Bob Rolader told commissioners Dec. 6 that he had held meetings with area neighborhoods and was able to successfully address most of the concerns that had surfaced during the process. The only issue not addressed, he said, was the preference of some residents to have the site developed commercially rather than residentially.

Also at the Jan. 5 meeting, the only item of new business will be the election of mayor pro-tem. The council will also make annual appointments for Planning and Zoning, Main Street and individuals providing judiciary, legal and tax-related services to the city.
