A question!

I see Countrywide Mortgage is still running commercials every few minutes trying to get people to refinance their mortgages.
Would it do those who bought mortgages from them before, who were not qualified, any good to re-apply?
By not qualified I mean they wouldn't be able to pay for their mortgage now just as they weren't the first time Countrywide sold them a mortgage?
Are they simply sorting out the bad ones they made before? Or, are they really trying to help them all?
I have my thoughts on this.
What is the problem with bankers anymore? I mean, aren't they supposed to be above reproach? Where is the discipline? Why do republicans not want regulation and inspection of banks?
