PTC to consider Kedron townhome rezoning

Thursday night the Peachtree City Council will consider rezoning a commercial tract near the Kedron Village retail center to multi-family use so a developer can build 21 townhomes on the 5.6 acre tract.

The parcel is located off Newgate. A city-owned greenbelt area separates this tract from the Kedron Village shopping center.

Weatherup Construction wants to build the “luxury” townhomes with elevators that will lift residents from the basement-floor garages all the way up to the first and second main floors. The property is currently owned by Peachtree City Holdings LLC, a division of Pathway Communities.

Although the property is zoned for general commercial use, the city previously allowed multi-family uses for commercially-zoned properties. In recent years that permitted use was stricken from the city’s zoning ordinances, officials said.

Developer Gene Weatherup said the property will be designed for older persons and those with disabilities who could benefit from having the elevator.

Weatherup added electrical hookups in the parking lot so residents could plug in their golf carts to charge them instead of using extension cords from their homes. He also added impervious parking spaces and is working to retain significant trees on the property.

The city’s planning commission has recommended that the rezoning be approved.

Council will also consider another rezoning request for a 3.82-acre tract on Carriage Lane. The property is currently zoned for estate residential and the owner wants it zoned limited use residential so he can subdivide the property into two parcels with one home on each.

The property, located near Stagecoach Road, currently has a single-family residence and a guest house, which is permitted in the ER zoning district, according to City Planner David Rast.

The home is in the Shakerag Plantation subdivision, which is designated for low density homes with lots of at least three acres each, Rast noted.

A similar rezoning request for this same tract was denied by council in July 2001, after which then-City Attorney Rick Lindsey sent a letter to the homeowner telling him he could build the guest house if it met certain conditions. The homeowner’s son and his family currently live in the guest house, Rast noted.

City staff is recommending the rezoning be denied because it “could open the door for similar subdivision requests throughout the estate residential zoning district,” Rast noted.

Council also is expected to select a contractor from eight companies that bid on installing landscaping in the median along the southern tip of MacDuff Parkway. City staff is recommending the lowest bidder, North Georgia Land Services, for $201,101, less than $3,000 under the second-lowest bidder, Lorber and Associates Inc.
