Union City Council OKs road improvement project

Union City Council Nov. 21 approved a $300,000 road improvement project with funds from the city’s 2006 general obligation bond approved by voters in March.

Council members approved a $296,150 bid by Mullins Brothers Paving Contractors, Inc. for the improvements to five city streets. The only other bid received came from JHC corp. at $539,621.50.

The project will include improvements on Lancaster Lane from Shannon Parkway to Londonderry Way, Oakley Road from Shannon Boulevard to Mall Boulevard, Forest Lane from Lester Road to the dead end, Virginia Avenue from U.S. 29 to the dead end and Westbrook Place from Clayborn to Gresham Road.

The targeted streets, consigned to a city status as Tier 1 improvements, were chosen since they already meet city codes and will require little or no engineering. Construction is expected to begin within the next two months.

Mayor Ralph Moore asked City Administrator Terrell Jacobs to apprise the council of project expenditures on a quarterly basis.

The bond referendum approved by voters will secure $9.8 million for designated street upgrades. City engineering firm Keck & Wood identified 38.2 miles of needed infrastructure upgrades, categorizing needs as Tier 1, 2 and 3 projects.

The projects established a linear-foot cost with a 15 percent contingency built in, along with an allowance for inflation. Roads cost approximately $1 million per one mile of construction, engineers said.
