Comprehensive plan deadline changed

State officials are reconfiguring the timeline for cities such as Peachtree City to file their comprehensive plans, City Planner David Rast told the Peachtree City Council in a special called meeting Tuesday night..

The city was initially told their plan would be due in February, but officials with the Georgia Department of Community Affairs have now said it might not be due until the year 2013, Rast said.

Instead DCA may require a partial submittal of the plan in the near future, although the new deadline and new requirements are still unclear, Rast noted.

Rast said he was encouraged by the feedback that the city got on recent sections of the plan it had submitted for DCA’s review.

The deadline change for the comprehensive plan process causes trouble with the city’s hopes to re-open negotiations with Fayette County on several matters pertaining to the county’s Service Delivery Strategy agreement, City Manager Bernie McMullen said.

“My concern is it was supposed to trigger the service delivery strategy agreement,” said Councilwoman Judi-ann Rutherford.

“That’s the key to this whole thing,” Logsdon replied.

The Service Delivery Strategy is a document that outlines what local governments provide which specific services to residents. The city has claimed that the county unfairly taxes city residents for EMS services that the city actually provides. Also in question is a property tax rollback that is issued to residents of the unincorporated county but not residents of Peachtree City.

Rast said the city’s planning department would continue to work with the citizen task force on creating the master plan. Rutherford said she is concerned with getting a new update to the land use plan.

The city will have to continue submitting a report on impact fees and on the city’s short term work program, Rast noted.
