Planning panel faces crowded agenda

Here's a rezoning request that's not likely to be controversial.

A development company wants to change the zoning of 173.5 acres on Lone Oak Drive from R-20, a category that allows single family homes on one-acre lots, to A-R, the county's agricultural-residential category, which requires lots of five acres or more.

In this case, Line Creek Investment Group Inc. is planning to sell the property to a single owner who will build a house and raise horses on it, said Harry Davis, a principal of the company.

"We wanted to develop it along with the first two phases in Line Creek [subdivision]," said Davis, "but there was too much wetland on it to develop," he added.

The rezoning request will be on a lengthy Fayette County Planning Commission agenda tomorrow at 7 p.m. at the County Administrative Complex. With 19 items on the agenda, including a proposed set of special architectural standards for Ga. Highway 85 north, commissioners are expecting the meeting to last as late as midnight.

Among agenda items:

James Randal Holt's request to remove a lot from Lakeview Estates subdivision and change the zoning of the tract from R-40 (residential) to O-I (office-institutional). The lot has access to Ga. Highway 54, and Holt is seeking to use it for office space in keeping with the county's special design standards for the road.

The lot fronts on 54 as well as Lakeview Lane and Old Mill Court. Residents of Lakeview and other area subdivisions are opposed to the change.

Daniel McEachern's request to put a 180-foot Powertel monopole communications tower on his 201.44-acre tract on Arnold Road.

Charles McBride's request for a similar tower, also Powertel, on 26.16 acres on Old Greenville Road at McBride Road.

A third Powertel tower for Penny Kartos, executrix of the estate of John Kartos, on 127 acres on Morgan Road.

The Planning Commission has already received public comment on the tower requests and may decline to open them for more public comment during tomorrow's meeting. The items were postponed from earlier meetings to give the commission time to discuss a master plan for communications towers.

A petition from Margaret Barnes to rezone 12.21 acres on Padgett Town Road at Lone Oak Drive from A-R to R-70 (single-family homes on minimum two-acre lots) for a six-lot subdivision.

Frank Love's request to rezone 33.89 acres on Antebellum Way from A-R to R-45 (homes on minimum one-acre lots) for a subdivision of 20 lots.

A request from Bobby S. Jackson to rezone 135.5 acres on Antioch Road from A-R and R-60 to R-75 for a 53-lot subdivision.

A zoning request from Julian H. Lee Jr. for a commercial development on 3.77 acres on Bethea Road at Ga. Highway 314. Lee is seeking a change in zoning from M-2 (industrial) to C-H (highway commercial).

Brent Scarbrough's request for limited commercial zoning (L-C) to put a convenience store on 2.49 acres on Ga. Highway 85 at the 85 Connector.

Julian H. Lee's request to rezone 4.58 acres on Ga. Highway 314 at Bethea Road from M-1 (industrial) to C-H for a multi-tenant commercial development.

A change to the county's special architectural standards for Ga. Highway 54 west, requiring that property have not only frontage but also access on Hwy. 54 before it can be considered for office-institutional zoning.
