Union City passes budget and millage rateBy LINDSAY BIANCHI
The 2004-05 budget for Union City was adopted this week at the Councils monthly meeting. The $20.5 million total budget was broken down into general, special and enterprise funds, and Councilman Barbara Bohannon declined to vote on the overall budget saying that she was unclear about some of the figures. The general fund cover expenses for: administration, $714,143; general government, $875,745; municipal court, $375,000; police, $2,521,490; $87,150; fire, $2,057,776; e-911, 489,286; street, 795,256; building maintenance, $254,913; leisure activities, $25,851; planning and zoning, $169,304; and operating transfers, $833,898. Special revenue funds includes expenses for: CDBG grant $120,000; vehicle rental excise tax, $80,000; hotel motel tax $116,880; fire grant, $64,000; bullet proof vests, $2,375; e-911 special revenue fund, $279,297; tree replacement fee fund, $4,000; LCI grant special revenue fund, $40,000; cultural arts grant, $20,080; and capital project fund, including court, police and public services, $398,300. The enterprise funds consist of: water and sewer fund, $4,124,941; sanitation fund, $1,310,377; and correctional bureau, $4,014,583. Amounts for each fund total: general fund, $9,199,812; special funds, $1,934,354; and enterprise funds, $9,449,901. The council also considered establishing the tax millage rate for 2004 at 7.5 mills. The proposal passed unanimously. A public hearing on the proposed amount of compensation and retirement benefits to be received by the mayor and council would go into effect after the next city election. The mayor would receive $867 per month and council members would receive $650 per month if the proposal passes. Re-appointments to the Housing Authority Board of Commissioners of Antoinette Williams, Annie Barlow and Tawanna Tucker-Conley met with a unanimous vote. Uncollectable taxes in the amount of $22,924.71 were authorized as a charge-off. BFI, the citys garbage removal service amended the removal tax from $10.70 to $11.25 per month. Tennis courts at Ronald Briggs Park will be converted into basketball courts. Six stands, two full courts, and two half courts have been proposed to replace the unused tennis facility. A parking area will be constructed as well. Bids have yet to be taken on the project.
