The final site plan for the remodeling of the old Cochran Tract on Broad Street to be converted into a convenience store and future retail space was approved by the Fairburn City Council and Mayor Monday night. Green Oil Company, who prepared the new design, met with the Planning Commission at their August 5 meeting. The commission laid out 14 conditions at that time which the applicants agreed to. Among the more than a dozen stipulations were required studies for soil erosion and sediment control. Landscape, signage and lighting plans also needed to be reviewed and approved by the board. A 15-foot vegetative buffer, along with a nearly 100 percent visual obstruction of hardwood and evergreen trees would also be necessary. If there were to be any food preparations, such as restaurants on the site, the Planning Commission would require a grease trap to be approved by the Fulton County Health Department. Areas marked gravel on the site plan would have to be grassed to avoid hydrological studies or on-site detentions. Also, because of the potential traffic, the commission recommended a 6-inch sewer line made of ductile iron. Councilman Frankie Arnold motioned to pass the plan with a second from Councilman Ron Alderman . Ill just be happy when that corner gets a little more attractive up there, said Mayor Betty Hannah. The final plat for Durham Lakes, Unit II, and Phase I located on the south side of Virlyn B. Smith Road also met the councils approval and passed unanimously. The 94 residential lots, zoned PD, planned development, include two commercial outparcels at the main entrance. The subdivision was determined completed except for a few minor punch list items, which will have to be addressed before the plat can be recorded. Durham Lakes representatives included a concept site plan for an amenity center located at the northeast corner of Black Diamond Drive and Durham Lakes Parkway for the councils approval. It includes a pool, a basketball court, and two tennis courts with an expansion for four more future courts and a tot lot. It will be located opposite the clubhouse for the golf course. Finally, a nine-acre concept site plan for an athletic field expansion at Landmark Christian School adjacent to their existing stadium was approved. The plan includes additional parking, a girls softball field, a soccer field and two proposed football practice fields. A 10-foot wide, unpaved cross-country running path was also included in the design of a 50-foot perimeter buffer. Mayor Hannah was especially pleased about this aspect, as it will get runners off of dangerous streets in town. The Planning Commission strongly recommended that a fence be budgeted into the project for the security of surrounding homeowners and school property. Councilman Marian Johnson motioned for approval and was seconded by Councilman Alderman.
