The case against a Rex man accused of molesting a 13-year-old Clayton County girl while parked behind the Hobby Lobby in Fayetteville can proceed to the grand jury, a judge ruled this week.

Brandin Orr, 22, is charged with one felony count each of child molestation, enticing a child for indecent purposes and statutory rape.

Fayetteville police officer David Cagle testified Tuesday that the victim went to Movies 10 with her parents before leaving the theater and meeting Orr, who had developed a relationship with her.

Cagle said he was on patrol behind the Hobby Lobby store after 8 p.m. Tuesday, March 23 when he spotted Orr’s vehicle and went up to the car. Cagle said he noticed that Orr’s pants and underwear were off, leaving his genitals exposed.

The victim told Cagle that she and Orr had previously had intercourse on one occasion behind the Hobby Lobby, which is what led to the statutory rape charges, Cagle said.

Cagle said he asked Orr what was going on and “He said they were just talking.”

When asked about the reaction from the victim’s parents, Cagle said they appeared shocked, particularly when they heard the lurid details of the crimes. The victim provided specific details of what happened during a previous encounter, Cagle added.

“They just sat there with a dumbfounded look on their face with what their daughter was telling them,” Cagle said.

Police said Orr had developed a relationship with the victim after meeting her at a commercial bus stop.

Magistrate James A. White initially set bond on the case at $60,000 but he later reduced it to $30,000 after Orr’s mother testified that she didn’t have much money available to post for his bond.
