County objects to Turin annexation

Coweta County officially put the town of Turin on notice last week that it was not happy with an annexation request.

Turin officials want to annex 120 acres on the east side of Reese Road and 10 acres on the west side of Reese Road into the town with a RA-Rural Agricultural zoning. Turin officials say the zoning would permit family farms that are keeping in nature with the general area.

But County Planner Robert Tolleson worried about special uses that were allowed under the zoning, such as a clay target range. "That would increase the traffic flow significantly," he said.

Tolleson was told the owner of the property wanted to be annexed into the town so he could vote in municipal elections.

The planner suggested four measures that would mitigate the county's objections:

When a special use is permitted, a 50-foot evergreen buffer should be installed along any county property.

The county will be notified if a special use permit is applied for.

When new development is proposed down stream of Dossan Acres Lake, a dam breach analysis should be performed.

Development plans for any special uses shall be submitted to the county.

Tolleson said the county had received a letter from Turin saying they agreed to the measures. However, Tolleson interpreted the response as only applying to one side of Reese Road.

If Turin agrees to both sides of Reese Road, Tolleson recommended dropping the objection.
