Centennial Celebration gets OK

During Tuesday's Union City Council meeting, the council approved adopting a Centennial Celebration Resolution of 2003-2004. The resolution captures 100 years of life of Union City, the Progressive City since 1908.

According to City Administrator, Alan Grindstaff, a referendum resolution was adopted by the Mayor and Council on September 4, 1996, to authorize a referendum for the consideration of incurring general obligation indebtedness in various amounts to be applied toward several items such as: parking areas, heating and air conditioning, roof repair, side walk construction and etc. Grindstaff claims that the city of Union City paid out of the general funds instead of the 1997 Bond Issue.

The Bond Election Resolution was adopted in February of 1997 authorizing the issuance of general obligation bonds for each of the enumerated public purposes.

The city has determined that it is in the best interest of the citizens of Union City that the city funds which were used before the Bond Resolution be refunded to the city from all general obligation bond accounts in existence with proceeds remaining for the enumerated public purposes approved in the referendum.

The Mayor and Council acknowledged the adoption of the Referendum Resolution for the purpose of calling a referendum for the citizens of the City to consider whether or not to incur general obligation indebtedness to improve public services in the City by acquiring, constructing, reconstructing, renovating, repairing, improving, and installing public roads and bridges estimated at $1.6 million, public sidewalks at $500,000, park and recreational facilities $1.68 million, public building $480,000, and public safety equipment $360,000 and other facilities, equipment, and property, both real personal, useful or desirable in connection all at an estimated cost of more than $4,640,000.00.

City Administrator Alan Grindstaff mentioned that since the adoption of the Bond Resolution, the city has, from time to time as it has deemed necessary, utilized city funds consistent with the purposes allowed for the use of the 1997 General Obligation Bonds.

Mayor and City Council authorized the reimbursement to the city through the use of proceeds remaining from the 1997 General Obligation Bonds for those expenditures which have been made by the city and with city funds consistent with the uses described for the 1997 General Obligation Bonds subsequent to the adoption of the aforementioned bond resolution.
